Goldmann Criticizes Israel Government
for Impairing Efforts for Jewish Unity

JERUSALEM, (JTA) — Dr.
Nahum Goldinc.nn, president of
the World Zi - :t Organization,
declared here that the Zionist
movement will be unable to
forge a bond between the Jewish
people outside this country and
Israel, if it does not enjoy the
unlimited support of the Israel
government.
"The Israel government has
no Jewish policy whatsoever;
this lack evidences a terrible
short - sightedness," he said.
"Sometimes I wonder and try
to understand what policy the
government assumes toward the
Zionist movement. I assert that
this state of affairs cannot go
on much longer. I say, with full
responsibility, that the State of
Israel today impairs efforts being
made to secure the unity of the
Jewish people."
Turning to the subject of
political parties within the
Zionist movement, he said he
had no objection to the parties
continuing their activities, "but
the trouble is that the move-
ment is built on these parties."
The question, he said, is: "Are
the Parties ready to accept a
new image? Zionism as a
movement with an ideology
searches for people. Every
movement pursues believers,
and there is nothing wrong in
this. But the parties are fer-
vently trying to find support.

the State of Israel does not de-
cide that it wants the Zionist
movement, the movement will

have no, future. If another or-
ganization is established to work
for Israel, I will welcome it. But
first it must be decided what

the situation and, during the
forthcoming Zionist Congress,
we will implement a program
directed to this end."
Dr. Max Nussbaum, president
of the Zionist Organization of
America,' also blamed the pres-
ent condition of the Zionist
movement on "attacks on Zion-
ism" as the "daily fare" from
Israel's leading figures. He said
Israeli • leaders must join with
Zionists in strengthening the
movement and enhancing its
prestige "which now is at its
lowest ebb."
Arye Pincus, treasurer of
the Jewish Agency, told the
World Zionist Actions Com-
mittee that the 1963-64 Agency
budget totaling 35,000,000
pounds ($125,000,000), reflect-
- ed the imnact of peak immi-
gration how in its third year.
Ten percent of the budget, he
said, would be allocated for pro-
duction in Israel. "I make this
point so pin and the entire Jew-
ish people should know how im-
portant we consider this prob-
lem," he declared. He expressed

the hope that, during the coming
year, special means be devised
to obtain more funds for this
specific purpose.
According to anticipated in-
come figures in the new budget,
there will be a substantial defi-
cit which, Pincus said, will large-
ly be covered by long-term loans.
During the past 14 years, the
Agency spent $1,500,000,000
which at the beginning of the
next fiscal year will leave the
Agency with a $180,000,000 debt.
TWenty - four percent of the
1963-64 budget will be spent on
agricultural settlement, 30 per-
cent on immigration and absorp-
tion, including Youth Aliyah, 22
percent on houSing, seven and
a half percent on activities in
the Diaspora, and eight percent
on education.
Pincus noted that in the 1962-
63 budget, real income, exclud-
ing loans, fell short by $10,000,-
000 of initial estimates. Cam-
paign increases were registered
in England and Canada, which,
however, did not offset losses in
South America and SouthAfriCa.
In the United States, he said,
the campaign did not come up
to expectations and the Keren

was finding it difficult to hold
ground.

Settled in Israel

TEL AVIV—A total of 12,000
persons are registered with the
Association of Ainericans and
Canadians, 5,000 of whom live
in Kibbutzim, the annual meet-
ing of the association, at the
ZOA House, was told here Tues-
day_
The 150 delegates and 500
guests at the meeting also were
told that 37 American experts
and their families had settled
in Israel under a special pro-
gram of the Jewish Agency and
the Israel Labor Ministry,
while 28 more experts had sign-
ed contracts with private firms
in Israel.
The information on the spe-
cial program was given by Is-
rael Labor Minister Yigal Alon
and the information on the total
number of Americans in the as-
sociation by its. president, Ruth
Bockstein. Prizes in memory of
Hadassah f ounder Henrietta
Szold were given to a number
of Americans in various settle-
ments who have lived in Israel
more than 25 years.
Gen. Alon told the delegates
that the Israel government
would make all political and
scientific efforts to preserve
stability in the Middle East and
to forestall any dangers that
might arise from the missile
weapons program in Egypt on
which West German scientists
have been working.
He warned West Germany
that it could not continue to
hide behind formalities on the
issue of such work by its na-
tionals. He asserted it was im-
perative that West Germany
should instruct its scientists in
Egypt to discontinue "prepara-
tion of criminal plans to destroy
Israel."
He said that while it ap-
peared there still • are within
West Germany Nazis who had
not forgotten ideas of extermi-
nating the Jewish nation, he
felt that it was no time for
feelings of depression or chaos.
