Al erian Parliament Adopts New
Nationality Law Harmful to Jews

prominent and beloved recogni-
tion in Jewish communities
wherever she resided, Mrs.
Marie Balaban died March 8 in
Miami Beach, Fla. She was 90.
A native of Austria, Mrs. Bala-
ban came to New York when she
was 20-years-old. She subsequent-
ly moved to Cleveland and then
to Detroit. She left here to make
her home in Miami Beach 25
years ago.
She was a life member of the
Jewish Home for Aged, Pioneer
Women, Kneseth Israel Congre-
gation of Miami Beach and Tern- -
ple Emanu-El. But she was best
known for the help she extended
quietly to those in need and was
affectionately called "Mother"
by those who knew her.
Surving are two daughters,
Sally Balaban of Miami Beach
and Mrs. Anne Krell of New
York; and three sons, Nate, Sol
and Philip, all of Detroit.

PARIS, (JTA)—The Algerian
parliament adopted a new na-
tionality law which was describ-
ed by legal experts here as
"discriminatory against non-
Moslem residents" of Algeria,
who include some 15,000 Jews.
The experts also asserted that
the new law was "contrary to
the spirit and letter of the
Franco-Algerian Evian agree-
ment" by which Algeria won
independence from France after
many years as a French colony.
During the long and stormy
debate in the Algerian National
Assembly which preceded the
vote, a number of Arab deputies
openly called for a "Moslem
Algeria" and others demanded
the departure of the remaining
170,000 Europeans in Algeria.
The new law automatically clas-
sifies the 15,000 Jews with the
European community.
Other deputies called the new
law, adopted by 85 to 33 votes,
"shamefully xenophobic." It was
proposed by Premier Ahmed
Ben Bella's government and it
stipulated that henceforth two
categories of Algerian citizens
would exist, those who before
independence were ruled by
Moslem civil courts and those
who would have Algerian na-
tionality "by acquisition.".
The Evian Agreement, which
the new law violates, clearly
stipulated that all Europeans
born in Algeria and who resided
there a number of years would
automatically acquire Algerian
nationality if they so wished.

Windsor Community Leader Bernstein Dies

The new law also provides that
certain Europeans can be de-
prived of their Algerian nation-
ality if they already have it.
Since the 15,000 Algerian
Jews are automatically listed
with the European community
under the new law, they will
have to aquire Algerian nation-
ality under that law.
Sixteen European deputies
took part in the vote. Fifteen
of them, including former mem-
bers of the FLN, the pre-inde-
pendence Algerian national
movement, voted against the
law. Most of the FLN - leaders
who took part in the Evian ne-
gotiations—including Krim Bel
Kacom, who lost out to Ben
Bella in the struggle for the
premiership — voted against it.
They said they did so to protest
against "this acute violation of
the Evian agreement."
It was generally believed that
one reason for passage was the
desire of the Ben Bella govern-
ment to_prevent the return to
Algeria of former European
residents. Most observers also
indicated a belief that the pass-
ing of the law marks another
stepping-stone to Algeria's be-
coming a "Moslem Arab state"
as envisaged by Ben Bella.

A leader of the Windsor,
Ont., Jewish community, Philip
Bernstein, 1195 Bruce, died
March 14. He was 81.
Mr. Bernstein was named
"Man of the Year" by Bnai
Brith in 1961. The Windsor
Jewish Community Center was
named in his honor in 1959.
He was a member of the gov-

erning board of the Windsor
Jewish Community Coun c i 1,
Cong. Sharr Hashomayim and
the Odd Fellows.
Surviving are his . wife, Dora;
two sons, Dr. Lewis and Saul;
two daughters, Mrs. Harry
Ornsby and Mrs. Jeff Beron;
a brother, a sister, eight grand-
children and a great grand-
child.

AJC Raps Negro
Weekly for Anti-
Semitic Stand

NEW YORK (JTA) — The
charge made by the Amsterdam
News, a New York Negro week-
ly newspaper, that "Jews con-_
trol the city's top jobs" was
condemned by the national ex-
ecutive committee of the Amer-
ican Jewish Congress, in a state-
ment sent to the editor of that
newspaper with a request to
publish it "prominently" in its
next issue.
The statement said that the
article in the Amsterdam News,
which was supposed to be a
report of an unpublished survey
by a Protestant group, as well
as the headline of this article
"presented an interpretation of
the survey inaccurate in fact
and bigoted in tone."
"We have battled side by side
with the Negro community for
many years against anti-Negro
racism," the AJC statement
stressed. "We cannot believe
that a leading Negro newspaper
intended to convey a message
that would play into the hands
of racists. Yet, the article seems
to suggest that it is not a man's
worth but his religious affilia-
tion that should be the criterion
for determining his right to
hold public office; not his quali-
fications but his origin. This is
the same • philosophy expressed
by Governor Barnett of Missis-
sippi in asserting that James
Meredith's color — not his cre-
dentials — should determine
his eligibility to enter the Uni-
versity of Mississippi."

Some 800 Jewish immigrants

left aboard the Greek liner
Flaminia to settle in Israel.
Sixty-four of the group were
from Brazil, while the remain-
