Britain Mourns Lord Samuel

LONDON, (JTA).— The re-
mains of Lord Herbert Samuel,
first unbaptized Jew- ever to
serve as a member of the Brit-
ish cabinet and first High Com-
missioner for Palestine under
the League of Nations mandate,
were interred Feb. 6 after pri-
vate services. He died Feb. 5 at
the age of 92. The family an-
nounced that a memorial service
will be held for him at the West
End Synagogue here on Feb. 18.
Among the tributes were ex-
pressions of high regard from
Jo Grimond, leader of the Lib-
eral Party, and Lord Attlee, ex-
Premier and former leader of
the Labor Party. Grimond's con-
dolences pointed to Lord Sam-
uel's role in the House of Lords
where, for years, he was leader
of the Liberal Party faction.
Both Grimond's and Lord Att-
lee's tributes recalled that Lord
Samuel was regarded here, as a
political leader, as the bridge
between liberalism and Social-
ism.
Long obituaries and warm
appreciations of Lord Samueli
career were printed in every
leading newspaper in Britain,
many of the editorials empha-
sizing his achievements as the
first High Commissioner for
Palestine under the Mandate
given Britain by the League of
Nations. The Times noted that,
by the time Lord Samuel left
Palestine at the end of his ten-

ure there, in 1925, he had
"achieved vastly more, in the
way of order and prosperity for
the country, than had seemed
possible." The Guardian stated
he lead achieved "orderly prog-
ress" in Palestine "to a remark-
able degree," and noted that
"he had appeared as a modern
Nehemiah, the first Jew who
governed the • Holy Land in
nearly 2,000 years."
Among other facts in the life
of Lord Samuel, it was recalled
that he was appointed in 1911
to undertake a special mission
to Russia 'on behalf of the gov-
ernment's aroused protests
against the Czar's anti-Semitic
advisers. Although assured by
the Russian ambassador here
that Russia would give him spe-
cial treatment, he declined such
privileges at the hands of a
Czarist anti-Semitic government.
A year later, during the Mendel
Beilis blood-libel trial in Kiev,
he openly wrote to The Times
an that issue, engaging in a pub-
lic controversy with the Czarist
ambassador here.

JERUSALEM, (JTA) — Kad-
dish Luz, speaker of Israel's
parliament, eulogized the late
Viscount Herbert Samuel at the
opening session of the Knesset.
President Ben-Zvi, in a cable
of condolence to the family of
the British leader, said his "life,
activity and devotion will for-
ever be inscribed in the memory.
of the Jewish people." The mes-
sage emphasized Lord Samuel's
"indefatigable service in behalf
of Jewry, his contributions to
progress and his brilliant

Edwin Samuel Will
Take Seat as Peer
in House of Lords

The new
Lord Edwin Herbert Samuel,
who succeeded to the title when
his father, the Viscount Herbert
Samuel, died last week, said
here he would not be taking his
seat as a peer in the House of
Lords at least until next sum-
mer. He will serve as a Socialist,
having become one after World
War II.
Next week, Lord Samuel is
scheduled to return to his post
as visiting professor at the
Graduate School of Public Af-
fairs of the State University of
New York. "I return to Britain
in May and shall probably take
my seat in the summer," he de-
clared.
The new Lord Samuel, wha is
64, has spent most of_ his adult
life abroad, many of the years
in Palestine and Israel. Founder
and principal of the Institute of
Public Administration in Israel,
he is also a lecturer at Hebrew
University in Jerusalem. His
wife is the former Hadassah
Goor, a member of a well-
known Israeli family.
In pre-Israel Palestine, Edwin
Samuel was a member of the
British Civil Service from 1920
to 1948. He is a prolific writer,
being the author of works on
public administration, problems
of government, in Israel, and
two books of short stories.

American Jewish
Committee Appeal

NEW YORK, (JTA)-0. Roy
Chalk, industrialist of Washing-
ton, D.C. and prominent com-
munal and civic leader, has
been named national chairman
of the Welfare Fund Cities Ap-
peal of the American Jewish
Committee's 1963 Appeal for
Human Relations, it was an-
nounced here by A. M. Sonna-
bend, president of the Commit-
tee and national general chair-
man of the Appeal.
The 1963 Appeal goal of
$3,767,000 will support the
Committee's worldwide human
relations program.
Chalk is president and chair-
man of the Board of the Trans-
portation Corporation of Amer-
ica, D.C. Transit System, Inc.,
Trans Caribbean Airways, and
the 0. Roy Chalk Realty and
Construction Corporation, Capi-
tal Transit Corporation. He is a
director of the Washington
Board of Trade and publisher
of two Spanish language news-
papers, El Diario and La Prensa.
A civilian consultant to the
United States Navy Bureau of
Aeronautits during World War
II, he received the USN Merit
Award in 1945.
More than 500 communities
throughout the country will par-
ticipate in the Welfare Fund
Cities Appeal. In addition, the
Committee's 1963 Appeal for
Human Relations will conduct
fund-raising campaigns for New
York and Chicago.

Israel Could Get Delivery of Hawk
Missiles Sooner I f U.S. Would Wait

TEL AVIV, (JTA) — Israel
could be supplied with the
Hawk ground-to-air supersonic
missiles more quickly if the
United States Army were will-
ing to wait for delivery of those
missiles it had ordered, Charles
Adams, president of the Ray-
theon Corporation, the firm
making these defensive wea-
pons, declared here.
Adams, who came here to
discuss implementation of the
American Government's agree-
ment to let Israel buy the
Hawks, said his firm has not
as yet met the U.S. Army's
needs for the devices. The
Hawks, he declared, are in pro-
duction.
Adams met first with Deputy
Defense Minister Shimon Peres,
then with Prime Minister David
Ben-Gurion. The latter is also
Defense Minister. The final
date for delivery of Hawks to
Israel, said Adams, will be de-
termined by negotiation be-
tween Israel and the U.S. Gov-
ernment.

Speaking of the Hawk's effi-
ciency, Adams said that no air-
craft has as yet been designed
that can withstand attack by the
Hawk. Tests showed, he said,
that the Hawk can be used not
only ground-to-air but also
ground-to-ground. He said his
mission here was not to discuss
with Israel either the price of
the missiles or dates of deliv-
ery. Those details, he said, are
up to the two governments, the
United- States and Israel.
