Firm's Seawater Processing Called Faulty by Zarchin (Direct JTA Teletype Wire to The Jewish News) JERUSALEM — Dr. Alex- ander Zarchin, the Russian- born inventor of a seawater de- salination process now under development in I s r a e 1, said Wednesday he would go to the United States to ask the board of the American company which is participating in the process development to present de- mands for modifications in the pilot plant. Dr. Zarchin reportedly had complained that the Fairbanks Whitney Corp. was not follow- ing the principles and that it was therefore ddubtful if any results would be achieved. He was understood to have raised the issue at a meeting with Prime Minister Ben-Gurion and to have asked an allocation of 400,000 pounds ($1,200,000) to build a pilot plan according to his method. Development Min- ister Yosef Almogi, who an- nounced that work on the plant for Eilat was on schedule, told the Prime Minister at the meet- ing that the project was past the experimental stage and that the Ministry did not have any addi- tional funds for new experi- ments. In the public announce- ment the Development Ministry said the four units would begin producing fresh water by the end of this year. The minister told Parliament that the American firm had reached some conclusions about the Zarchin process which the inventor refused to accept. Rappoport _ South AfriCan Board of Jewish Deputies Tells Censorship View JOHANNESBURG, (JTA) — The South African Jewish Board of Deputies issued a statement explaining its atti- tude toward a censorship bill currently before parliament. The statement declared that a claim made by a member of parliament, during the debate on the measure, saying that one clause in the bill was written at the request of the board, was "misleading." According to the board, it had been invited by the govern- ment to submit its view on the measure to a select committee. The Jewish representative body said it had criticized the bill's provisions as "too wide," hold- ing its definitions were "too vague," and criticizing the idea of applying censorship admin- istratively. The board said it also criticized the introduction of pre-publication: censorship— a clauSe subsequently with- drawn from the bill. Expressing the opinion that "any curtailment' of freedom of speech is undesirable, except in circumstances which make such curtailment essential for the public welfare," the Jewish :Board of Deputies said it felt there should be legislation to ban publication of material in- citing to racial or religious hos- tility.
