BUENOS AIRES, Argentina
— The Latin American coun-
tries are traditionally among
the staunchest friends of Is-
rael. Thus it is not surprising
that the Arab countries, partic-
ularly Egypt, have begun to de-
vote considerable attention to
disrupting those ties of friend -
ship.
Efforts to explore the peace-
ful Arab minorities, economic
threats, linking Israel with
"American imperialism," coop-
eration with local neo - Nazi
groups, are some of the tech-
niques of Arab propaganda.
The, Arabs enjoy the advan-
tage of being many against the
few: a single Israel Embassy
with its small staff—sometimes
consisting of not more than
two diplomats — has to count-
er the efforts of three, four or
five Arab Embassies, usually
larger and having larger budgets
than the Israelis. In addition,
the Arab diplomats try to util-
ize the fact that in many of the
Latin American countries there
are large groups of citizens of

Nazi and anti-Semitic groups.
Local Jewish leaders feel they
have reason to believe that the
Egyptian even provide finan-
cial assistance to such groups
as the Tacuara. Egyptian diplo-
mats are engaged in an effort to
influence the "Young Colonels"
la the Argentine Army. A known
pro-Castro journalist in Argen-
tina translated into Spanish a
selection of Nasser's speeches
and published it with a lengthy
introduction in which he ex-
pounded on the similarity of
Egypt's and Argentina's prob-
lems and on the "conclusion"
that what Argentina needs is a
"Nasserite" solution. Thanks to
his efforts some currency was
gained for the rumors that there
exists a "Nasserist" group in the
Argentine military. Actually,
General Rosas, to whom the book
was dedicated, disavowed both
its author and his implications.
In fact the young officers at
whom this propaganda was di-
rected were actually influenced
by the French colonels who
fought in Algeria against the
Nasser-supported rebels. Never-
theless, one should not under-
estimate the potential attrac-

tiveness of Nasserite ideas for

Anti-Semitic organizations
and publications exist even
in that truly democratic coun-
try of Uruguay. It is generally
believed that their publica-
tion, the weekly "La Escoba"
obtained financial assistance
from the Egyptian Embassy.
The leader of the anti-Semitic
Progressista Party, which
polled a grand-total of 600
votes in the last elections, was
invited to visit Egypt.

In Brazil there are about one
million citizens of Arab origin.
The Arab Embassies — partic-
ularly the Egyptian—is making
great efforts to exert some in-
fluence among them and utilize
them for its political and propa-
ganda purposes. They are a
particularly valuable "p r i z e,"
both because of- their- numbers
and because of their great
wealth and highly regarded
status in Brazil's economic and
social life. There are 15 members
of Parliament who are of Arab
origin. However, the success
of the Arab Embassies is limit-
ed. Irrational hatred is foreign
to the political thinking of every
Brazilian, no matter what his
national origin. Brazilian Arabs
maintain very good relations
with the Jewish community.
There are joint Jewish - Arab
business enterprises and several
-Jews are members of the swank
Arab "Mount Lebanon" coun-
try club.
Venezuelan - Arab relatio ns
have a particular common in-
terst in maintaining world oil
prices. Therefore Venezuela is
greatly interested in the exist-
ence of organization of oil-pro-
ducers — and the Arab coun-
tries utilize this, trying to in-
duce Venezuela to adopt anti-
Israel policies. But even Vene-
zuela, which in recent years
voted against Israel at the
United Nations, in the last two
Assemblies changed her vote
to abstention.
The traditional friendship,
symbolized by the important
role of Latin American diplo-
mats in the UN votes for the
establishment of the State of
Israel, began to reassert itself
among those countries which
temporarily took a somewhat
hesitant, - if not less friendly,
attitude toward the Jewish
State. Thus in the last two years
there was a change for the
better.

Urge Afro-Asian
Lands Take Note of
Soviet Anti-Semitism

WASHINGTON, (JTA)—Rep.
Torbert H. Macdonald, Massa-
chusetts Democrat, said in a
speech on the House floor that
emerging Afro - Asian nations
should note Soviet anti-Semi-
tism as an illustration of how
"the Communists resort to
racism in pursuit of their goals."
Anti-Semitism in the Soviet
Union provided "a somber les-
son for all peoples of the free
world," he said.
Soviet pretenses in the area
of minority rights are "indeed
hollow when viewed against the
background of anti-Semitism in
Russia today," Macdonald stress-
ed. "The Soviets have gone be-
yond the limits of an anti-
religious campaign in treatment
of Jews within Soviet borders.
Their tactics have entered into
the realm of racism."

In 1943 the Jewish Welfare
Federation's Allied Jewish Cam-
paign was suspended to become

NEW YORK, (JTA) — Em-
phasis in the development of
Israel's economy will shift during
the next 10 years, Sir Isaac Wolf-
son, British financier and a mem-
ber of the board of directors of
the Industrial Development Bank
of Israel, told a group of New
York businessmen and bankers
at a luncheon held in his honor.
He is in this country to dis-
cuss with financiers in this city,
Chicago and Los Angeles the
expansion plans of the bank in
Israel.
"Israel," said Sir Isaac, "is
growing up. Private initiative
and private capital, whether for-
eign or local, will play an ever-
growing role in financing the
expected industrial expansion in
the next 10 years. It is to this
end that the Industrial Bank of
Israel was established five years
ago. The bank is an integral part
of Israel's modern industrial
structure."

CASABLANCA, ( JTA) — An
article violently anti-Jewish in
its tone was published here by
Al Alam, the organ of the ultra-
nationalist Istiqlal Party which
disassociated itself from the
Moroccan government.
The article accused the Jews
of "monopolizing the entire econ-
omy of Morocco." Last week, the
Istiqlal Party organ attacked by
name a number of American film
stars as "supporters of Zionism."
