JERUSALEM -- The Jewish
Agency plenary opened a dis-
cussion Tuesday on the 1963-64
budget draft which is expected
to be slightly higher than the
current year 370,000,000
pounds ($123,333,333).
The discussion centered on
the financial difficulties en-
countered by the Agency and
the possibilities of cutting ex-
penditures because of accumu-
lating debts.
Jewish Agency representa-
tives planned to press for a
larger governmental share in
settlement projects and for a
reduction in the Agency's finan-
cial participation in providing
immigrant housing.
The plenary on Tuesday dis-
cussed the question of creation
of a Jewish Education Council
decided on at the Conference
on World Jewish Education
held in Jerusalem last August.
Representatives of the organi-
zations which took part in the
conference will meet in New
York City in March to discuss
the budget and other details to
implement decisions taken at
the Jerusalem conference, in-
cluding the establishment of
central offices.

Dutch Attorneys Ask
`Generosity' for Nazis
Who Murdered Jews

AMSTERDAM, (JTA) — Two
leading Dutch attorneys appeal-
ed for suspension of sentences
imposed a few years ago on four
German war criminals who have
been in Dutch jails since their
convictions.
The four were convicted in
the 'murder of Dutch Jews and
resistance fighters during the
Nazi occupation. They were sen-
tenced to hard labor for life.
The Dutch lawyers appealed to
the "generosity of the Dutch
people" to have the sentences
suspended and the four men
returned to Germany.

TEL AVIV, (JTA) — Israel
public bus cooperatives will
raise fares and will be one of
the first public services to in-

stability this year.
A governmental committee
found that the demands for
higher fares by the bus cooper-
atives were justified because of
last year's devaluation of the
Israeli pound, followed by wage
boosts. These, said the commit-
