threat is evaluated factually in

The former Ambassador, de-
scribing the change in the situ-
ation, charges that the liberal
U. S. press became an unwit-
ting tool of Communist propa-
ganda by slanting news unfav-
orably to the Cuban govern
merit and favorably to Castro.
He offers this explanation for
Castro's rise to power:
"Throughout the world,
since 1917, peoples have been
looking for 'good leaders,'
`good dictators,' good govern-
ments.' Usually they have
permitted such persons as
I Stalin, Hitler and Mussolini
i to rule them. Thus arose a
cult of the good dictator and
the bad dictator. To some,
Castro looked like a good
dictator before he took
office."
Warning of the existence of a
Communist country 90 miles off
our shores, stating that "it is
our duty and obligation" to
prevent the possibility of the
Caribbean becoming a Com-
munist lake, Smith declares:
"If it is our fixed policy to sup-
port Democratic revolutions,
then it is our obligation to in-
tervene to assure that they are
Democratic and not Communist,
otherwise we defeat our own
idealistic purposes. It is the
function of the State Depart-,
ment and the CIA to know in

100 Years of Service

The title of the book, published
by Random H o u s e, identifies
secondary officials in the State
Department who are charged
with determining Latin Ameri-
can policies.
Throwing light on the back-
ground of the conflict, referring
to Batista, is this statement by
Smith:
"It was becoming clearer
and clearer to those with an
open mind that Cuba was
torn in a struggle between a
Rightist, corrupt dictator who
was friendly to the United
States, and a would-be Leftist
dictator, who could be a Com-
munist. As the world refused
to believe Hitler in 'Mein
Kampf,' few heeded Castro's
public announcements on
various occasions prior to his
landing in Oriente, in Decem-
ber, 1956, of his socialistic
plans and intentions. Most
people did not want to be-
lieve his announcements. It
was more popular to look
upon the bearded terrorist as
a crusader, even a savior."

Batista, according to Smith,
retained power because he had
the aid of armed forces, labor
leaders' support and economic
prosperity on the island.
