UNITED NATIONS, N.Y. —
The UN Palestine Conciliation
Commission, which for two
years has had a special envoy
in the person of Dr. Joseph E.
Johnson, charged with trying to
ease the Arab refugee problem,
finally filed its report here to
the General Assembly's Special
Political Committee without
mentioning a single word about
any results from Johnson's spe-
cial mission.
The PCC submission of a
brief document labeled "20th
Progress Report" merely noted
that Johnson had conferred in
the various relevant capitals
with the prime ministers and
foreign ministers of the five
states involved, saw other "per-
tinent authorities" and contin-
ued his consultations in New
York.
The PCC commended Johnson
"for the dedication, persistence
and imagination which he de-
voted to this difficult task." The

Solomon Ben Joseph

Shalom Tabetznick who was born
in Lutsk, Poland, decided one day
(in the year 5697) to go up to the
Land of Israel. When he reached
the country, he decided to adopt a
Hebrew name. From then on his
name was Solomon Ben Joseph. Ben
Joseph joined the Bethar group
(Brith Trumpeldor) in Rosh Pina;
and there, in the hills of Galilee,
he lived, worked and dreamed
about a Jewish State. Those were
the days of rioting in the country.
The Arabs were shooting on Jewish
cars passing on the highways,
wounding, killing and robbing.
Ben Joseph believed that the He-
brew youth in the Land of Israel
must be different from the youth
in the Diaspora; and, therefore, he
decided to act. He and two others
of the group went out to the road
leading to Safad, and threw a gre-
nade at Arab rioters.
"Now the Arabs will learn their
lesson," the three said to each
other. But the grenade did not ex-
plode, and the British army caught
the boys and brought them before
a military court.
Solomon Ben Joseph was sen-
tenced to death, while the other
two were sentenced to imprison-
ment. Upon hearing the death sen-
tence, Ben Joseph broke out singing
the Hatikvah. Before his death, he
scratched on the prison wall the
- following, "I am going to die. It
grieves me not, for I am dying for
my country!"
This year will mark twenty-five
years since Ben Joseph was hung.
His name serves as a symbol for
those who gave their lives for the
independence of Israel.

Jordan, Lebanon, Syria and
Egypt.
The so-called Johnson pro-
posals, which would have dealt
with a plan for informal ple-
biscite of refugees on their
desires to "return" to Israel
or accept compensation from
Israel, thus died without ever
being officially presented..
The Arabs and Israelis alike
had rejected that proposal as
did the U.S. State Department
and America's two partners
in the PCC, France and
Turkey.
The PCC did report on its
major continuing task under
way now for about 12 years of
attempting to identify and eval-
uate properties left by the refu-
gees before they fled Israel in
1948. The Commission reported
that thus far 453,000 separate
parcels of Arab owned lands
have been identified in Israel.
Over all values are being com-
puted on the basis of worth as
of Nov. 29, 1947 the date
of the adoption by the UN of
the Palestine partition plan.
However, the value of .the
parcels has not yet been re-•
ported by the PCC. Arab repre-
sentatives here claim that the
values reach billions of dollars
— a figure which Israel has de-
nounced as "fantastic."
The PCC also reported con-
tinuing aid from Israel in
unfreezing of monies left be-
hind in banks inside Israel
by the refugees. So far, the
Commission stated Israel has
turned over a grand total of
$9,889,846 of such monies paid
over to the Arab holders of
those previously blocked ac-
counts.
Meanwhile, the Special Po-
litical Committee continued its
debate on the Arab refugee
problem. Most of the speakers
Wednesday were Arab repre-
sentatives, including . several
from the so-called Arab Pales-
tine "delegation" which repre-
sent no one but Arab propa-
ganda enterprises.

(JTA) — Walter Rauff, former
Nazi SS colonel arrested here
last week at the request of the
West German government, on
charges of annihilating 90,000
Jews during World War II, said
he will fight Bonn's extradition
application on the grounds that
he was not an executioner but
only "a desk colonel."
He told Chief Justice Rafael
Fontecillas of the Chilean Su-
preme Court, before whom he
was brought on the extradition
application: "I signed papers
brought to me, but I never or-
dered or witnessed any killings
of Jews." He is being held un-
der heavy guard pending Jus-
tice Fontecilla's determination
of the case.
Meanwhile, high police au-
thorities here said they were
expecting the possible arrest of
"a very high Nazi." _There were
indications that the ex-Nazi po-
lice hope to arrest may be Mar-
tin Bormann, Hitler's first dep-
uty, who has been missing since
he reportedly escaped from
Buenos Aires following the ap-
prehension there of the late
Adolf Eichmann.
(In Germany, the Hanover
public prosecutor's office dis-
closed that a trial of Nazi war
criminals now being prepared
in Hanover might possibly in-
clude Walter Rauff. An office
spokesman said that two of
Rauff's former subordinates had
been under arrest in West Ger-
many for more than a year and
that others, not under arrest,
were also suspected of com-
plicity in murders by poison
gas vans.)
