Few remember now the competition that existed between Zionist and non-Zionist Jews in this country 25 years ago prior to the establishment of the UJA . . . This competition in fund-raising had divided American Jewry into two camps which were far from being friendly toward each other . . . The animosity disappeared as soon as both camps were merged in the United Jewish Appeal . . . The JDC was the larger partner and • the Jewish Agency was the smaller . . . However, as the partnership grew and the spirit of unity was strengthened between the leaders of the two camps, the JDC turned its emigration work to Palestine over to the Jewish Agency and with it also necessary funds from the UJA . . . Thus, the Jewish Agency became the larger partner and the JDC the smaller, at the initiative of the JDC itself . . . This change was brought about in a spirit of friendship even before the State of Israel was established . . . Today the Jewish Agency is the recipient of UJA funds for emigration to Israel while the JDC is financing Jewish emigration to other overseas lands through the United Hias Service . . . The JDC also finances the work of the ORT in training Jews in many countries, including Israel-, in useful professions, and almost a half of the JDC budget today is spent in Israel in maintaining institutions for aged and handi- capped immigrants. UJA Pillars Entering in its 25th year of existence, the UJA can divide its history into three epochs . . . The first was the "Montor epoch," when Henry Montor was the executive head of the UJA . . . The second was the epoch when the UJA work was conducted under Dr. Joseph Schwartz, who is now the executive head of the Israel bond campaign . . . In the current period, the work is conducted by Rabbi Herbert A. Friedman . . . Behind the success of the UJA stand a group of devoted Jewish leaders. outstanding among whom is Edward M. M.
