Dr. Mayer praised the aid of American Jews and said European Jews were deter- mined to do their share in the future in providing help where Jews are in need, par- ticularly in Israel. Warburg said the Standing Conference marked the start of the end of years of dependency and of an era of "equal partner- ship with the Jews of America." The Conference is made up of organized Jewish communities in 12 West European countries. Charles H. Jordan, JDC direc- tor-general for overseas opera- tions, said the number of Jewish refugees reaching France from North African countries are still growing and estimated that in 1963 the JDC would have to provide $4,000,000 for them, a boost of more than $1,300,000 over this year. He said the larg- est single item on the JDC bud- get, $7,650,000, would go to the JDC-Malben welfare program for the aged, ill and handicapped in Israel. The next largest item of nearly $6,500,000 was for aid in Europe, mainly refugees, and most of it for France. Some 100,000 Jews in the Moslem countries will continue to need help. JDC will provide assist- ance to more than 80,000 in Is- rael in 1963, some 50,000 of them in Malben institutions, with another $700,000 for aid to yeshivot and other religious and cultural programs in Israel. Leavitt, in his report, said that more than 100,000 Jewish refugees from Algeria arrived in France in four months this year. At the same time, thou- sands of other Jewish refu- gees came to France from Tu- nisia and other parts of North Africa, from Eastern Europe and other areas, suddenly ex- panding French Jewry into the world's fourth largest Jewish community. He reported preliminary fig- ures indicated that almost 26,- 000 men, women and children received aid under individual country programs, 96,000 of them in Moslem. areas, more than 84,000 in 13 European countries and some 81,000 in Israel. The aid included cash relief for 43,435 persons, food for 89,625, medical aid to 37,735, aid to 2,650 in homes for chil- dren and to 5,510 in homes for the aged, to schools with 56,005 students and to cultural and re- ligious programs serving 39,275. Leavitt disclosed that during 1962, the JDC helped 80,945 Jews in Israel, including 47,480 by JDC-Malben. Malben con- tinued to implement during 1962 a policy shifting emphasis from institutional care of the aged to extra-mural care, with priority in institutions to bed- ridden cases. Leavitt also noted that a monthly average of more than 13,000 older persons re- ceived grants from a fund set up by the Welfare Ministry, the municipalities, the Jewish Agency and Malben. Aid was given 280 aged persons living independently. The JDC continued during 1962- its long-standing support for a variety of cultural and re- ligious program in Israel, with a total of 18,465 beneficiaries. During the 1961-62 school year, seven new institutions were added to JDC-supported yesh- ivas, bringing the total to 102.
