Involving Validity of Intermarriage

JERUSALEM, (JTA) — The
Israel Supreme Court began a
hearing on a case involving the
validity of a marriage abroad
between a citizen and a non-
resident Gentile.
The principle involved affects
a growing number of couples in
Israel who are now regarded as
common-law spouses. The ruling
is expected to have far-reaching
consequences.
The test case developed from
a petition by Yisroel Schle-
singer after th Interior Minis-
try refused to give the woman
he married, a Belgian Christian,
an Israeli identity card other
than one listing her maiden
_name and describing her as a
spinster. Schlesinger asserted in
his petition that his status is
registered as that - of a married
person and he is so regarded
for purposes of income taxes
and national insurance.
Zvi Bar-Niv, the state attor-
ney, contended that Israel can-
not recognize the marriage of
an Israeli citizen contracted
abroad which he could not con-
tract in Israel. He added that
Schlesinger, who took his fian-
cee to Cyprus for the marriage,
could obtain a permanent resi-
dent's visa for her.

Because the Supreme Court
tribunal is made up of five jus-
tices for the case, there will be
no appeal from the dicision.
The hearing was adjourned
after the preliminary pleas.

world quota. Greece is allotted
only 308 while Asian and Afrian
countries, for the most part,
are permitted only 100 emi-
grants a year. Israel has a
quota of 100.
Great Britain last year used
only half its quota while other
countries have a tremendous
backlog of visa applicants. More
than one-third of authorized
visas are going unused because
too many have been granted to
some countries and too few to
others. It is open house for
Germans but Japan, with a pop-
ulation of 90 million, has a
quota of but 185.
Proposals have been made
that the quota be based on
the most recent census rather
than the 1920 statistics.
The Hart Bill would com-
pletely eliminate national or-
igins as a basis for determining
quotas and would put greater
emphasis on reunification of
families. It would authorize a
total world quota of 250,000 per
year, including provisions for
admission of up to 50,000 refu-
gees and escapees.
The remaining quotas would
be allocated to various coun-
tries under a two-part formula
based upon population of the
country and recent immigration
to the United States. Sixty per
cent of visas would be reserved
for blood relatives of citizens
and permanent resident aliens.
Permanent facilities for refu-
gees and escapees would be of
special interest to Jews because
of upheavals abroad that so
often prove particularly danger-
ous to the Jewish minorities. It
has also been demonstrated, by
the Algerian exodus, that many
Jewish refugees do not prefer
to settle in Israel.

Jewish senator in Canadian his-
tory, former mayor of Windsor,
urged Jews to participate more
in Canadian federal politics.
Speaking at the conference of
the Canadian Council of Reform
Congregations, Croll said "we
have isolated ourselves as a
religious group."

Rinat Choir Performs
at U.S. Culture Center

WASHINGTON, (JTA)—The
Rinat Choir of Israel presented
a program of Israeli concert and
folk songs and of American
songs at the inaugural dinner of
the United States National
Cultural Center at which Presi-
dent and Mrs. Kennedy headed
5,000 guests.
The choir, which consists of
40 adult mixed voices, was the
only non-American participant
at the dinner. Roger L. Stevens,
chairman of the center board of
trustees, called the choir's par-
ticipation "an inspiring way of
cementing cultural relations"
betwen the United States and
Israel.
The choir will make a month-
long tour of the United States
under sponsorship of the Ameri-
can-Israel Cultural Foundation
and its constituent, the Ameri-
can-Israel Music Alliance.
