Study of Voluntary Fund-Raising
in Israel Conducted by Avrunin

William Avrunin, associate
director of the Jewish Welfare
Federation of Detroit, has start-
ed a study of voluntary fund
raising in Israel, it was an-
nounced. by the Jewish Agency
for Israel, Jerusalem, and the
Council of Jewish Federations
and Welfare Funds. _

in Israel under the auspices of
the Jewish Agency with the co-
operation and assistance of the
CJFWF. The project grew out
of discussions in 1961 between
members of the CJFWF Over-
seas Delegation to Israel—com-
posed of prominent leaders of
American Jewish community or-
ganizations—and Israeli leaders
and officials.
The study, as projected by
the Agency and the Council, has
several objectives:
I. To collect and assemble
the facts about voluntary fund
raising as it now exists in Is-
rael;
2. To help define the needs
for voluntary support in the
next several years; and
3. To analyze the potential
for voluntary fund raising in
Israel.
Among the facts that the sur-
vey will seek to gather are: the
extent of voluntary fund raising
for welfare, health, immigrant
adjustment, education, cultural
and r elated activities; the
amounts raised in each category
and the total for all; who is
doing the voluntary fund rais-
ing; the methods; the purposes;.
the problems.
In addition, the project will
relate the findings to other re-
sources for financing Israel phi-
lanthropic causes, including vol-
untary contributions outside of

Holiday Greetings

Because of changes in the
handling of third - class mail
which were effective Jan. 10,
1962, Postmaster Edward L.
Baker urges all mailers this
year to apply first-class postage -
to holiday cards to reduce the
likelihood of disappointing
friends and loved ones.
Formerly, holiday cards pre-
paid at the third-class rate of
3 cents each were forwarded to
a new local address if a change
of address had been filed with
the post office. Under present
regulations, however, such cards
are not forwarded to a new lo-
cal address, and if undeliver-
able as originally addressed will
be disposed of as waste, unless
the sender has requested their
return.
"Through the use of first-
class postage, which amounts to
only 1 cent per card more than
the third-class rate, cards may
contain a written message, may
be sealed, and will be forwarded
or returned without additional
charge," the postmaster empha-
sized.

Israel, government aid and en-
dowments, and such self-sup-
porting activities as earnings,
fees, and tuition.
The study is also to collect
data on income levels, and on
factors which encourage giv-
ing.
It is anticipated that the study
will take six months. Avrunin,
who spent an initial month in
Israel to help launch the proj-
ect and to guide a staff of Is-
raelis on the fact-finding proc-
ess, will return there to com-
pile and analyze the findings
after all the information has
been collected.
The Jewish Agency for Israel,
Jerusalem, is the major volun-
tary organization in Israel re-
sponsible for immigration, ab-
sorption and settlement. It has
the cooperation of other organi-
zations in Israel in the study._
Avrunin is a graduate of Ohio
State University and took his
graduate work at Western Re-
serve University School of Ap-
plied Sciences. Before coming
to the Detroit Federation in
1947, he was East Central States
regional director of CJFWF. He
was executive of the Fort
Wayne, Ind., Jewish Federation
and is a former lecturer at the
University of Michigan School
of Social Work and the Gradu-
ate School for Jewish Com-
munal Service.
