Disorganized in World Goldmann OTTAWA, (JTA) — Israel's

GREENFIELD PARK, N.Y.,
(JTA)—Dr. Nahum Goldmann,
president of the World Jewish
Congress, criticized those Amer-
ican Jews "who neither see the
necessity for worldwide united
action nor the vital importance
of internationally organized and
systematical efforts to over-
- come the dangers threatening
us."
Goldmann spoke at the Mid-
Winter Conclave of the National
Council of -Young Israel. He
told the delegates American
Jewry was doing "a great job in
giving philanthropic aid and in
helping Israel but is not living
up to its task, in understanding
the character of the Jewish
problem of today which cannot
be solved by philanthropical
approaches."
He called American Jewry
"the most over-organized and
therefore disorganized Jewish
community in the world, lack-
ing even a common platform
where the great problems of
American Jewish life could be
discussed together."
"There is nothing more im-
portant than to make American
Jewry aware of its responsibil-
ity as the largest and most pow-
erful Jewish community in the
world in taking care of its prob-
lems in an overall organized
and representative framework
on the one hand and joining in-
ternational action together with
other Jewish communities oh

for of the Federal Republic of
Germany, and stated that, while
he has as yet not talked about
the subject with officials here,
he is "open for discussion and
will not avoid any subject."
Gerstenmaier, highest Ger-
man official as yet to have vis-
ited Israel since the establish-
ment of the State, arrived here
Nov. 30. His first act in this
country was to visit, with his
wife, who accompanies him, the
Yad Vashem memorial to the
6,000,000 Jewish martyrs who
had died as a result of the Nazi
holocaust.
Gerssenmaeier's final act be-
fore leaving Germany for Israel
was to visit a mass grave near
his home, where he laid a
wreath on an urn containing
the ashes of some of the Jewish
martyrs, according to a dispatch
from Bonn. Mrs. Gerstenmaier
broke down in tears as she
stood next to her husband dur-
ing the solemn ceremony. As
the Bundestag president left
the site, Bonn reported, he saw
a group of German youths, corn-
ing to see the memorial, and
told the young Germans: "Go
and see the German shame. I
am not a soft man, but the
sights here make me wonder
whether it is possible to hasten
Jewish forgiveness of the Ger-
man nation.")
In an address delivered at
the Hebrew University, Ger-
stenmaier said that, while offi-
cial Bonn Interior Ministry fig-
ures show that there are still
no less than 90 extremist right-
wing organizations in West Ger-
many, National Socialism "had
been rejected" by the West
Germans and Nazism "has no
future in our country."

West German Legislators Favor
Ties with Israel, Official Says

JERUSALEM, (JTA) — The
majority of the members of the
West German Bundestag, lower
house of Bonn's parliament, fa-
vors establishment of diplo-
matic relations with Israel, Dr.
Eugen Gerstenmaier, president
of the Bundestag, declared
here.
He said he discussed that
issue before leaving Bonn with
Dr. Konrad Adenauer, chancel-

the basis of equality in defend- .
ing the position and future of
the Jewish people all over the
world," he declared.
He cited as dangers threaten-
ing the position of many Jewish
cmomunities throughout the
world the renewed symptoms of
a brutal anti-Semitism and the
socially unstable position of
many countries which are in a
pre-revolutionary situation and
which may destroy the economic
position of flourishing Jewish
communities. He also cited the
