He said Hadassah had offered to transfer the stations as well as school health and regional dental services to the city as part of its de-centralization pro- gram. In that program Hadas- sah has transferred since 1952 some 130 services, • to various municipalities and:local coun- cils. Now devoting its major plan- ning and fund-raising to medi- cal work, teaching and re- search, Hadassah asked the Jer- usalem municipality and the Health Ministry to assume man- agement of its sections within the Jerusalem city limits. The Ministry approved the idea but the city had to reject it, the mayor said. Some 90 dentists and doctors would have been involved in such a transfer. Hadassah had agreed to cover most of the budget for the first year. Young Israel Seeks Funds for Israel's Participation in Fair past a small group of demon- leading to the airport. JOHNNY LEBOW Israel Voices Plea at UN for Middle East Arms Ban UNITED NATIONS, N. Y., (JTA)—Israel voiced a power- ful plea for regional disarma- ment, with controls, in the Mid- dle East as a step toward world disarmament. At the same time, Israel criticized Egypt—without nam- ing that country — for Cairo's new rocketry program aimed at Israel. These statements, 'coupled with a reiteration of Israel's oft-repeated plea here for ces- sation of war propaganda, ag- gressions and subversive activi- ties by its neighboring Arab states, and the resolution of all disputes by peaceful means, were made in the General As- sembly's Political Committee currently debating general dis- armament and a ban on further nuclear testing. Gideon Rafael, Deputy - Gen- eral of Israel's . Foreign Minis- try and Israel's ambassadorial representative in that group, 1 addressed the Committee and , made it clear that many of his barbs were aimed at the Arab states and at Egypt specifically. Without mentioning Egypt by name, he ridiculed Egypt's double role of advocating dis- armament here, while escalat- ing the Middle East arms race through missiles which, accord- ing to the boast of Egypt's Presiderft Nasser, could hit Israel. The Israel Government had originally intended to erect a pavilion at the fair but, at a recent Cabinet meeting, de- cided against it, in view of the high 'cost of the project. In a cable to Israeli Prime Minister David Ben-Gurion, Rabbi David H. Hill, national president of Young Israel, de- clared that "it would be a great loss if Israel, a bastion of dem- ocracy in the Middle East, were unable to exhibit at the World's Fair." Rabbi Hill expressed the view that an appeal for funds to aid in the project "will find wholehearted response among individual Americans." 2 Israel Arab Teens Get Jail for Spying (Direct JTA Teletype Wire to The Jewish News) JERUSALEM—Two 18-year- old Israeli Arabs were sen- tenced here Tuesday to five years in prison for esponiage.
