(JTA)—The head of the United
Nations agency set up to pro-
vide "relief and works" for
more than 1,000,000 Arab refu-
gees, wrote off this week the
feasibility of any "works" proj-
ects.
Commissioner General John
H. Davis took that stand in sup-
plementary reports to the Gen-
eral Assembly in connection
with his annual report submit-
ted last month. He also in-
formed the Assembly in the six
"background papers" that:
1. There were "at least 100,-
000 dead persons" still listed on
UNRWA relief rolls but that
"rectification" has been impos-
sible because the Arab "govern-
mental authorities" felt "the
time was not opportune."
2. All efforts at economic
reintegration of the refugees
that might lead to their re-
settlement in Arab countries
had to be dropped because of
Arab governmental opposition.
The "background paper s"
were prepared to help the As-
sembly evaluate the entire Arab
refugee relief program. The Un-
ited Nations must decide this
year whether and how to con-
tinue these operations after
next June 30 when UNRWA's
current mandate expires.
In one of the documents, Da-
vis presented figures purporting
to show that the Arab host gov-
ernments—Egypt, Jordan, Syria
and Lebanon—had contributed
nearly $45,000,000 since 1948 to
help the refugees, figures he
admitted were based "on data"
from the Arab governments.
The total included Egypt's ex-
penditures for maintaining po-
lice to guard the refugee camps
in the Gaza strip and to prevent
refugees from escaping.
In reviewing UNRWA's ex-
perience with works project,
Davis absolved the Arab gov-
ernments for failure to co-
operate in such plans during
the past 13 years. He con-
tended the Arab governments
Russia Undergoes Heavy Attack
on Charges of Anti-Semitism by
Australian, U.S. Delegates in UN
UNITED NATIONS, N. Y.
(JTA) — Before the world
forum of the United Nations
General Assembly, Australia
urged the Soviet Union this week
to let Russian Jews emigrate if
it could not assure them religi-
ous freedom.
The Australian representative
to the Assembly's Social, Human-
itarian and Cultural Committee,
H. D. White, also urged that the
Kremlin act to stop the anti-
- Semitic campaign against Jews
in the Soviet press. At the same
session, Mrs. Marietta P. Tree,
of the United States, also asked
specific questions about the con-
dition of Soviet Jews. British
representative H. P. Attlee also
attacked the Soviet Union on
the issue.
The condemnations were the
first on that issue against the
Soviet Union directly in the As-
sembly. They were put in the
form of questions and flat
charges to Yaakov Ostrovsky, al-
ternate representative to t h e
third committee.
Mrs. Tree addressed two ques-
tions to the Russian representa-
tive, asking him why Jews are
marked on passports as such, the
only religious group in the Soviet
Union so identified, and why
Jews were the only religious
group denied a representative
national organization.
The Russian delegate ignored
both questions, said all nationali-
ties in the USSR were equal and
asked Mrs. Tree in turn what
had happened at the University
of Mississippi, and why some
clubs in Washington, D. C.
barred Jews as members. Mrs.
Tree reported that to protect the
freedom of one man, Negro stu-
dent, James Meredith, "t h e
United States Government was
ready to employ military force,"
and cited the progress of civil
rights in the United States.
In a more direct argument, the
Australian delegate charged the
Soviet Union with anti-Semitism
and the Russian delegate replied
he was "a liar." Spelling out his
charge, White said that in some
countries, anti-Semitic activities
were met by police action but
that the Soviet Union was not
one of them.
He cited the official Soviet
restrictions against freedom of
worship, the closing of syna-
gogues, the ban on baking 'of
matzoh last Passover and the
high percentage of Jews among
those sentenced and executed for
"economic offenses." In the
name of the Australian govern-
ment, he asked the Soviet gov-
ernment to allow any Russian
Jew who wanted to leave Russia
to do so.

Vienna Investigates
Swastika Plague
VIENNA, (JTA) — Police
were investigating the appear-
ance of a large number of
swastikas found smeared on
walls of buildings in Moedling,
near here.
The incident was believed to
be connected with the forth-
coming Austrian general elc-
tions. The culprits have not yet
been apprehended.

son plan, had reneged on pol-
itical grounds, while Israel was
ready to accept the plan.
Davis mentioned the plan
proposed by the late Secretary-
General Dag Hammarskjold for
the economic integration of the
entire Middle East, including
not only the refugee population
but also the rest of the people
in the area. He asserted that the
Arab governments showed
"readiness to cooperate in every
manner," but he did not indi-
cate clearly that the same gov-
ernments killed the Hammars-
kjold plan.
