WASHINGTON, (JTA) — Elements of the Arabs press and radio, citing the supply of Hawk missiles by the United States to Israel, are attacking the Ameri- can quarantine of Cuba. The Damascus, Syria, news. paper, "Sawt al-Arab," said: "The White House decision to. provide this imperialist prop (Israel) with up-to-date super- sonic missiles, and to grant it more loans and financial and econornic aid, represents the climax of the hostile attitude adopted by United States im- perialism toward the Arabs." (At the United Nations, ex- perts stressed inconsistencies in the position being taken by the Arab states on the Russo- American crisis centered about Cuba. The Arabs have been critical of United States action in imposing a naval quarantine on Cuba to prevent the further delivery of thermonuclear weapons to the island. They support proposals -for United Nations pressure on the United States to halt any action until the UN will have had opportu- nity to consider the situation. The Arabs voice strong criti- cism of the naval quarantine imposed by the United States while, at the same time they continue a long-standing com- plete economic blockade of Israel. (Arabs at the UN have not hesitated to combine their criti- cism of Washington's Cuba policy with attacks on Washing- ton's alleged bias in favor of Israel, as reflected in the agree- ment to supply Israel with de- fensive missiles. A veteran observer ironically noted that the Arab States, which flatly refuse to sit down at the peace table with Israel, were piously advising the United States to sit down with the Soviet Union and seek pacific settlement of their differences.) The Damascus newspaper, which reflects the Syrian gov- ernment views, said that "placing these up-to-date weap- ons, that are ready for aggres- sion, at Israel's disposal—at a time when Israel is announc- ing its determination to com- plete the final phase of the project to divert the corn-se of the Jordan River to the Negev desert by force; and at a time when the United Nations will begin debating the United States Johnson Plan, which is primary designed to rehabil- itate the Palestine Arab refugees and finally liquidate the Palestine problem—clearly reveals how terrible the new United States plot against the Arabs is." According' to "Sawt al-Arab," the Arabs, who through their own experiences have become aware of the intentions of United States imperialism and is aggres- sive actions against them, ex- pected this kind of overt antagonism and pilotting. "All Arabs," it stated, "are asked to counter the plot about which Syria gave the alarm, in order to reveal to the world the true nature of United States imperial- ism and the intentions of Zionism, the usurper of Pales- tine." India Appeals to Israel for Support in Conflict with Communist China (Direct JTA Teletype Wire to The Jewish News) JERUSALEM — Prime Minis- ter Ben-Gurion notified Prime Minister Nehru of India on Tuesday that he was in total agreement with the Indian lead- er's view that everything must be done to eliminate the use and threat of force in interna- tional relations. The Israeli leader expressed that view in a cabled reply to an appeal from Nehru for sup- port from "all peace loving states" for India in its current border dispute with Communist China. It was for this reason Ben- Gurion said in his message that Israel had proposed a general Middle East disarmament effort under mutual supervision even in advance of global disarma- ment. He pointed out that Israel Parisian Catholic Paper Decries Plight of Jews in Russia PARIS, (JTA) — A progres- sive Catholic publication, "Es- prit," declared in its current issue "there is a general feeling of anxiety concerning Russia's Jews." The publication cited the fact that "they are deprived of Jew- ish schools and the facilities for publishing literary works in Yiddish, but nevertheless they carry passports which clearly state their 'Jewish' nationality." Publication of the comment coincided with a meeting held by the Jewish Writers and Journalists Union of France in memory of the Jewish writers in the Soviet Union who were executed there 10 years ago. Speakers recalled the sufferings endured by the Russian Yiddish wrtiers, most of whom disap- peared during the Stalin re- gime. Several hundred persons attending the meeting adopted a resolution calling on the So- viet Union to grant its Jewish community the same facilities enjoyed by other minorities in Russia. had declared its readiness to sign non - aggression treaties with Arab states and he ex- pressed Israel's deep conviction that all international conflicts "can and must be solved" by peaceful means in accordance with the United Nations char- ter. Ben-Gurion assured the In- dian leader that every effort by countries to settle differences peacefully would always meet with the fullest sympathy and understanding by the govern- ment and people of Israel. India does not maintain diplo- matic relations with Israel. BOMBAY, (JTA)—The Cen- tral Jewish Board, the repre- sentative body of Jews of Bom- bay, pledged the full support of the Jewish community to measures taken by the Indian government to repel the in- vasion by Communist Chinese forces of territory in Northern India. The Board, which met in emergency session, condemned the "treacherous act of the Chinese against the peaceloving people of India," and pledged its "fullest support" of govern ment efforts to "safeguard the integrity and freedom of the country." ADL Votes Award to President Kennedy NEW YORK (JTA) — Presi- dent Kennedy will be awarded America's Democratic Legacy Award for 1963 by the Bnai Brith Anti-Defamation League, it was announced here by Henry Edward Schultz, national chair- man of the ADL. Schultz said the President was voted the award for his "dedication to democracy as reflected in h i s efforts to broaden the benefits of civil rights and to assure the appli- cation of constitutional prin- ciples of freedom to all Ameri- cans." The award, a silver medal- lion, will be given the Presi- dent in Washington, at a dinner to be held Jan. 31.
