TEL AVIV — Israel faces a
number of urgent challenges at
the present time, Prime Minis-
ter Ben-Gurion declared here
Tuesday night in a major ad-
dress to the United Jewish Ap-
peal Study Mission which has
been visiting Israel for the last
10 days. The Premier listed
these challenges as:

1. Development of deterrent
power against the missile threat
posed recently by the develop-
ment and launching of rockets
in Egypt.
2. Closing the economic and
social gap between Israel's vari-
ous communities.
3. Settling the country's un-
populated areas.
4. Preparing for increased
Jewish population which Ben-
Gurion said will grow "ulti-
mately" to a total population of
3,500,000.

Jews from eastern Europe. In
that context, Ben-Gurion said,
"one of Israel's foremost tasks
of the future is to prepare the
country for the day when the
gates will be open for the
Jews of Russia."
The event addressed by Ben-
Gurion was a state dinner for
the 145 members of the UJA
Mission. Some of the members
of the Mission left here for
Rome. Ben-Gurion paid warmest
tribute to the work of Jewry
abroad, lauding "this coopera-
tion of Jews throughout the
world without which this pio-
neering _enterprise could never
have been accomplished."
He expressed "my hope and
confidence that this creative
partnership between Israel and
world Jewry will grow steadily."
What will happen here in Is-
rael, he said, "is more real"
than all the dreams of the Jews
abroad.
Dr. Nahum Goldmann, pres-
ident of the World Zionist
Organization who also ad-
dressed the members of the
Mission, declared that, "the
UJA is an institution that will
last as long as Israel dreams
and carries out its dream. The
UJA phenomenon is essential
for the Jews abroad. It gives
them morally even more than
they give financially."
At their final working session
here the American leaders who
form the UJA Mission adopted
three recommendations calling
for:
1. Higher monetary goal for
the UJA fund drive.
2. Urging all communities to
devote larger sums to Israel.
3. Calling upon all Jewish in-

The immigrants were
pleased not only by the large
welcoming party of UJA
leaders and Jewish Agency
officials, but also by the fact
that their new homes; though
small, were furnished and
provided with food for their
first days in Israel.
Israel's needs for maintain-
ing its security in view of criti-
cal events throughout the world
as well as in the Middle East
were detailed here to the United
Jewish Appeal Mission by Shi-
mon Peres, Israel's Deputy
Minister of Defense.
At the time, the American
leaders heard from Israel's
Finance Minister, Levi Eshkol,
a prediction that the country's
population would rise to 3,000,-
000 in the next 10 years. Moshe
Sharett, chairman of the Jewish
Agency executive, told the
American leaders about the
urgent needs posed by increased
immigration and the problems
of immigration absorption,
while Abba Eban, Minister of
Education, spoke of the neces-
sity for greater funds to help
"close the gap in education be-
tween various sections of the
Israel population and the new-
comers."
Steinbruch Elected
to Senate in Brazil
RIO DE JANEIRO, (JTA)-
In a landslide vote here, Dr.
Aaron Steinbruch, president of
the Federation of Jewish Or-
ganizations in this city, was
elected as a senator in the State
of Rio de Janeiro, according to
the complete tabulation of the
recent general elections. He
will be the first Jewish senator
to serve in this country. Dr.
Steinbruch defeated four other
candidates for the Senatorship,
his vote topping the number of
ballots cast for all of the four
others combined.
