THE DETROIT JEWISH NEWS — Friday, November 2, 1962 4 Portions of Bible Tell Commandment to Wear Phylacteries Israel Asks UN to Urge „ Big 3 to Ban Atom Tests UNITED NATION S, N.Y., (JTA) — Israel requested the General Assembly here to pass a unanimous resolution, calling upon the three big nuclear pow- ers — the United States, Britain and the Soviet Union — to adopt a treaty banning nuclear testing. The demand was voiced in the Assembly's political and security committee by Gideon Rafael, deputy director-general of Is- rael's Foreign Ministry. He is one of the ranking members of this year's Israeli delegation to the Assembly. Pointing out that the long- drawn nuclear negotiations among the three powers, at Gen- eva, have resulted in many areas of agreement on important points, Rafael requested that the positive achievements be given the Assembly's strongest endorse- ment. Beyond such endorsement, he stressed, the Assembly should call upon the negotiating powers to deal with the remaining prob- lems "with utmost expedition." "In the view of my delega- tion," he stated, "one of the roads which will lead toward con- ditions in which mankind can live without fear of nuclear an- nihilation is the conclusion of a nuclear test ban treaty with guar- antees for its faithful observance. Contained in the boxes of the Tefilin (phylacteries) are the four portions of the Bible which contain mention of the command- ment to wear the Tefilin. (Exo- dus 13: 1-10, Exodus 13: 11-16, Deuteronomy 6: 4-10, and Deu- teronomy 11:13-21). In the phylactery used on the hand all the four portions are written on one parchment scroll. In the phylactery used on the head, the four portions are writ- ten on separate scrolls and lodged in separate compart- ments. The phylactery of the arm is put on before the phylactery of the head. This is the order men- tioned in the Scriptures which commands "Thou shall bind them for a sign upon Thine arm and they • shall be for frontlets be- tween Thine eyes." The phylacteries are worn only during prayer in the morning. Originally the phylacteries were worn all through the day. Since the phylacteries are holy objects they require the body of one who wears them to be pure and away from contact with impuri- ties. While this was possible in olden times, it is not possible in current times because of the various activities engaged in dur- ing the day which make it im- possible to watch for only pure surroundings. Therefore, they are worn during the morning prayers only, since at that time the individual has just arisen, has purified himself, and cer- tainly is in pure surroundings during his morning prayer.
