Israel Bond Leaders Make Plans I for Annual Fall Dinner on Nov. 26 Plan to Ease Arab Refugee issue Under UN Is Sought by State Dept. WASHINGTON, (JTA) — Re- ports of the "death" of the blue- print by Dr. Joseph E. Johnson for settlement of the Palestine Arab refugee problem are exag- gerated, and the spirit of the proposals remain very much alive, State Department sources said. Indeed, a formula is being sought to implement the man- date of the United Nations Pal- estine Conciliation Commission with which Johnson was entrust- ed, it was revealed. The United States, a member 0-1 0 4 = 1 E-4 of the PCC along with France and Turkey, still sees the Arab refugee problem as a priority matter and the leading unre- solved irritant in Arab-Israel re- lations. Some United States dip- plomats are convinced that, if confronted with an option, most Arab refugees would elect not to return to territory now a part of Israel. It was stressed here that no final decision has been taken regarding the Johnson proposals. State Anti-Jewish Views Are Found Among Negroes in College WASHINGTON, (JTA) — American Negro college stu- dents, while gaining increased self-esteem as Negroes, are adopting stereotyped anti-Jewish attitudes, according to a psychi- atric sociology study released here. The study, reported to the recent world Congress on Sod alogy, was prepared by person- nel of the Psychiatric Institute at the University of Maryland. Negro students tested at Mor- gan . State College in Maryland indicated "feelings that Jews are clannish, strange, and unpredict- able." It was found that, among the emerging intellectual Negro youth, "the Jewish minority is also viewed in stereotypic terms." Agreement was expressed with a statement that "there is some- thing different and strange about Jews; it's hard to tell what they are thinking and planning, and what makes them tick." The Negroes also felt that "to end prejudice against Jews, the first step is for the Jews to try sin- cerely to get rid of their harm- ful and irritating faults." Well, GEORGE ROMNEY, what are you going to do about our STATE FINANCES? The real question here is not alone one of money—but, mostly, one of serving people. Can a state government which is bank- rupt, deeply in debt and poorly managed provide the right kind of services for the people of Michigan? Or can a state with a sound financial structure and which is well-managed provide better services? Under which kind of government will the people of Michigan benefit most? Better schools. Better mental health facilities. Better employment services. Better social services. All of these services, to be better, must be supported by a sound, well-managed state financial program. Sound financial management for Michigan starts with spending reform. Spending reform does NOT mean the cutting of vital services. It does mean improving the quality of these services by eliminating waste and duplication. Then we need tax reform to make sense out of our present crazy-quilt tax program. A new tax pro- gram niust reflect the wishes and the ability to pay of all the citizens. LEADERSHIP in Lansing is necessary to bring all sides together to work for a sound, equitable financial program that will benefit all the people of Michigan. I'd like to put my experience in leading groups of people with diverse ideas to work for you. Will you give me a chance to PROVE what a new team in Lansing can do? RIAD CAN CITIZENS SAVE THE STATES?.
