Johnson Plan Rejected by Israel;
Mrs. Meir Asks Co-Existence for
Her Nation in Address Before UN

First Bible Translation Into English
Directly from Traditional Hebrew
Text to Be Issued by JPS Jan. 28

The first Bible ever translated directly into English from the ancient,
traditional Hebrew text, a 20-year project undertaken by a committee of
the leading Jewish Bible scholars ih the English-speaking world, will be
published beginning Jan. 28, with the issuance of the Five Books of
Moses, known as the Torah or Pentateuch.
At a press conference held in Philadelphia's Locust Club to announce
the publication date of the new Bible translation, Dr. Harry M. Orlinsky,
editor-in-chief of the committee of scholars who worked on the Books
of Moses for eight years, declared:
"In its fidelity to the actual meaning of the ancient Hebrew text
of the Bible, preserved through centuries by the Masoretic scribes, this
new Bible represents the most accurate translation ever made into
English—clear, modern.and easily-understood English for today's reader."
Published by the Jewish Publication Society of America, the Philadel-
phia-based central publishing agency for the American Jewish community,
the appearance of the Five Books of Moses marks the first phase of a
massive 20-year program under4ritten by the contributions of more than
1700 individuals throughout the country.

Incorporating the vast new knowledge of Biblical times and writings
that have come to light in recent years, as the result of archaeological
and linguistic discoveries in the Near East, Dr. Orlinsky said, the trans-
lation is new from the very opening phrases of the Book of Genesis.

Israel again is in the world . limelight this week, as a result of renewed attacks
upon the Jewish State by Arab spokesmen at the United Nations; the rejection by Israel
of Dr. Joseph E. Johnson's proposals for a solution of the Arab refugee problem and
the address delivered Tuesday afternoon by Israel's Foreign Minister, Mrs. Golda Meir,
before the UN General Assembly. Among the frustrating developments is the pro-Arab
speech delivered at the UN by Algerian Prime Minister Ahmed Ben Bella.

JERUSALEM, (JTA) — The Israel Cabinet and the Knesset Committee
for Foreign Affairs rejected the proposals for the solution of the Arab refu-
gee problems advanced by Dr. Joseph E. Johnson, special envoy of the
United Nations Palestine Concilation Commission, it was reported here.
Israel's position was then transmitted to the United States, France
and Turkey, the three members of the United Nations Commission. Dr.
Johnson's proposals have not yet been submitted to the United Nations
but the content has been widely publicized in the world press.
A Foreign Ministry spokesman said that Dr. Johnson stated that the
proposals were his own and had not yet been adopted by the PCC. The
spokesman added that Israel's formal position will be published at the
appropriate time.
The Johnson proposals are considered completely unacceptable and
unrealistic in Israel.

UNITED NATIONS — A call upon the United Nations to consider a
temporary "freeze" of all "explosive international issues which might erupt
into war" was issued here before the UN General Assembly Tuesday by Mrs.
Golda ._Meir, Israel's Foreign Minister.
Addressing the 109-member body in her first major address of this
year's session and asserting that disarmament is the "keynote" of the
assembly's current general debate, Mrs. Meir told the delegates that such a

International Anti-Semites Function in 22
Countries; Seek Coordination of Fascism

Neo-Nazi groups and individuals, spouting Fascism and anti-Semitism, have
staged more than 20 international conferences and sessions in recent years to
discuss and co-ordinate their activities, according to a World Jewish Congress
report.
The figure may be much higher because "neo-Nazi and neo-Fascist move-
ments keep their international contacts frequently secret."
Dr. Nehemiah Robinson, who heads the World Jewish Congress' research
wing, the Institute of Jewish Affairs, details neo-Fascist and anti-Semitic con-
claves since 1946, pointing out that their frequency has increased recently, with
at least two or three known conferences each year and many European Capitals
acting as hosts, mostly involuntarily.

In his report to the global executive of the World Jewish Congress,
Robinson names 22 countries as having Fascist groups or individuals active in
or connected with the "Nazi International": Argentina, Australia, Austria,
Belgium, Britain, Denmark, Finland, France, Holland, Hungary (exiles), Ireland,
Italy, Norway, Portugal, Spain, Sweden, Switzerland, South Africa, Syria, Turkey,
U.S.A., West Germany.

The WJC report states that the Ku Klux Klan "has also branched out in
foreign countries," and Dr. Robinson names ten other groups with international
connections:
1. The European New Order (ENO) with groups in Germany, Austria, Italy,
Belgium, Switzerland, and the participation of OAS men and some British Fascists.
2. The European Social Movement (ESB) led by Per Engdahl, of Sweden,
with 50 associated organizations in 14 countries, not counting contacts in Arab
lands.

3. The Movement of Civic Action (MCA). .
4. Young Europe, an association of rightist youth organizations in Europe
which cooperates with like-minded organizations in USA.
5. The Northern Ring (NER) established as recently as 1961, consisting of

splinter groups in Europe and overseas
6. The Northern League based on the concept of the Nordic race, headed
by Roger Pearson, London, with contacts in USA and throughout Europe.
7. The Nordisk Association, with headquarters in Sweden.
8. Young European Legion (associated with Young Europe), established in

1959 in Vienna with associated groups in Germany, Austria, Italy, Spain, France,
Belgium and Rolland..
9. Action associations of former S.S. men in various countries of Europe,
connected with groups of Latvian, Estonian, Ukrainian and Albanian exiles, and
Spaniards.
10. The German Homeland Loyalist Youth Organization (Bund Heimattreauer
Jugend), which also has contacts in Austria.
Not all the planned international gatherings of Nazis have been successes.
Some have been banned, as was a Mosleyite conference of "Friends of Europe"
slated for London in December, 1961. Some failed because of insufficient response
as happened to a planned meeting of 600 lesser Nazi groups called off when
the sponsors found they could not get enough support for a conference in Wies-
baden in 1961.
But, Dr. Robinson states, "in toto, the international (Nazi) organizations
have representatives in practically every European country, as well as in
the USA, Australia, South Africa, some Latin American and Arab lands."
The WJC offers no estimate of the number of persons involved in the Nazi
groups all over the world but notes that "the ESB (European Social Movement)
and EVS (Bureau of European Liaison) claimed some time ago to have four
million supporters organized in some 10,000 sections and cells. It is impossible
to establish how exaggerated this claim is, because none of the organizations
publishes membership figures."
Robinson states that the financial support for the Nazis is shrouded in
mystery but there are reports that finances are derived "at least in part from
Nazi secreted loot, but no proof for this contention exists."
While the source. of funds poses a problem, - the publication pattern of the
Nazis is wide open. There is "a flow of anti-Semitic and pro-Nazi and Fascist
literature . . . between various countries," Dr. Robinson states. "There exists
a 'Nationalist Information Bureau' (Natinform) which publishes an anti-Semitic,
anti-Israel, pro-Nazi press service. It is reported that the neo-Nazi and neo-
Fascist internationals are publishing over 50 periodicals and have bulletins in
German, Italian, French, English, Swedish and Arabic. It all would indicate —
not to speak of the costly conferences — that there is no dearth of funds for
the anti-Semites and pro-NaziS, who have translated the Communist slogan
`Proletarians of all countries, unite,' into 'anti-Semites of all countries, unite.' "
