THE DETROIT JEWISH NEWS — Friday, October 5, 1962 ri I Johnson's Refugee Plan Revealed in Washington Partial Repatriation, Secret Plebiscite Proposed (Direct JTA Teletype Wire to The Jewish News) WASHINGTON — Details of what is purported to be the special plan for the solution of the Arab refugee problem prepared by Dr. Joseph E. Johnson. special envoy of the United Nations Palestine Con- ciliation Commission, were re- ported in the press here Tues- day. The report was credited to the Chicago Daily News foreign service. It said that Dr. John- son, who, prior to his plan visited Israel and the Arab countries, has submitted to Is- rael and the Arab states the following proposals: 1. Appointment of a new UN administrator and staff charged with the duty of carrying out the 1948 UN Assembly resolu- tion for repatriation to former homes in Israel or resettlement of the refugees in the Arab countries. 2. Individual refugees and heads of families would be given confidential question- naires. They would make a "preliminary choice" retaining the right to change their minds later. Possible choices would in- clude return to former property in Israel, resettlement in Arab countries, resettlement else- where in the world. 3. The UN agents would con- sult Israel on possibilities for repatriation in Arab adn other countries specified in the pre- liminary questionnaires regard- ing resettlement. Israel would be asked not to set a maximum number of re- turning Arabs it would admit. However, Israel would retain the right to reject individuals as security risks subject to UN over-all surveillance and review. Refugees would be expected to uphold the laws of Israel. An impartial body to hear disputed cases would be established. 5. A special UN fund consist- ing of voluntary contributions from 'governments and the world public would be set up to help the refugees become integrated. Israel would be ex- pected to make a substantial contribution to the fund. 6. Israel, with help from the UN and friends, would be re- quired to pay indemnities to Arabs who lost property in Israel. All refugees would be en- titled to a UN fund indemnity covering the hardships under- gone by them, something like a veterans bonus. 7. The Arab host govern- ments, UAR, Syria, Jordan and Lebanon, and Israel, would be 4 otto\ AtIVP% W1144\ o t t Viht Nasser Saber-Rattling Stirs B-G Retaliati©n Threat JERUSALEM, (JTA)—Prime Minister David Ben - Gurion warned the Arab world that if war is forced on Israel by mis- calculating Arab leaders, "every one of us is ready to hit back and we will do everything so that the war will be waged on the attackers' territory within a few days." Replying to threats from President Nasser of Egypt of the range of his new rockets, the Prime Minister used a phrase from a popular Ameri- can song, "everything you can do, I can do better," in saying that what Nasser could do with missiles, "we can do with more skill, ability and knowledge." He made his strong state- ment in an address at Sed- jera, one of the first Jewish settlements in the lower Gal- ilee where the Prime Minister himself worked 55 years ago as a young immigrant to the pre-state Jewish community in Palestine. He asserted that Israel's army was stronger than those of the neighboring Arab countries but that it was doubtful whether "there is one Arab leader who appreciates this and who is therefore not planning to attack Israel." For this reason, he said, Israel "must maintain a strong deterring army." The Prime Minister came to the settlement from a world meeting of Jewish War Veter- ans. In his address to the vet- erans he stressed the need of unity between all Jews when he called the main factor in pre- serving Jewish life and Jewish- ness throughout the world. At a special Cabinet meet- ing, the Prime Minister re- ported on his recent month- long tour of Scandinavian countries. The Cabinet ap- proved the appointment of Joseph Almogi as Minister for Housing and Development to succeed the late Dr. Giora Josephthal. U.S. Jewish Groups to Honor Clergyman Who Defied Nazis NEW YORK, (JTA) — Lead- ing Jewish organizations will honor West Germany's out- standing, anti- N a z i clergy- man, 71-year- old Rev. Dr. Heinrich Grueber, Lu- theran dean of Berlin, who is in the United States for a two-week visit. Dean Grue- Rev. Grueber ber was the only Christian clergyman to appear in Israel as a witness against the late Adolph Eichmann. He opposed Hitler's anti-Semitism during the war, and had been put into a concen- tration camp. On Wednesday, he was hon- ored at a dinner tendered for him by the American Jewish Committee, and the next day he was guest of honor at a lunch- eon given by the World Jewish Congress and American Jewish Congress. Friday morning, he visited the headquarters of the Theodor Herzl Institute, and this evening he will visit the Scarsdale Temple, in suburban Westchester County. Other events on his schedule are a reception by the Amer- ican Federation of Jews from Central Europe and the Leo Baeck Institute; the award of an honorary degree at the New York school of the Hebrew Union College-Jewish Institute of Religion; and a reception by the National Conference of Christians and Jews.
