BRUSSELS—The Council of
Ministers of the European Com-
mon Market decided Monday
night to open negotiations soon
for an agreement to provide
some kind of trade link for
Israel with the six member
nations.
The Council made the de-
cision after examining a report
on the problem prepared by a
technical committee which met
last week at the EEC head-
quarters here. The decision was
regarded as unprecedented the
first time that the Common
Market will consider a com-
mercial agreement with a coun-
try since the formation of Euro-
mart.
. The 'decision was believed to
be in. effect an act of political
concern by the 'six Euromart
members who took into account
the fact that Israel is politically
and economically isolated in the
Arab world, that Israel has its
export ties essentially with the
Israel would run the risk of
economical suffocation.
It was also decided that the
issue of tariffs in respect to Is-
raeli products would be dealt
with by the EEC commission
and that the member countries
would deal individually with
the problems of a commercial
agreement with Israel. The
Council also decided to start
with Iran "preliminary conver-
sations before negotiations."
It was learned in Paris that
the French delegation to Euro-
mart will press the other five
delegations to. help protect Is-
rael from the severe economic
crisis looming from European
economic integration. The
French decision followed the
meeting in Paris last week be-
tween Israel Finance Minister
Levi Eshkol and a conference
between French Foreign Min-
ister Maurice Couve De Mur-
ville and Israeli Ambassador
Walter Eytan.

Medallion of the Zionist Organi-
zation of America awarded each
year to an individual judged to
have rendered the most outstand-
ing service to the cause of Zion-
ism, it was announced here by
Dr. Max Nussbaum, ZOA presi-
dent.

in Arab-Israel Dispute

nedy was disclosed Tuesday to
have told President Nasser of
Egypt shortly after he took
office that his administration
wanted to find an honorable
solution to the Arab-Israel dis-
pute.
President Kennedy made that
statement in an exchange of
letters with Nasser in 1961. De-
tails of the letters were pub-
lished in the Times of London,
Tuesday. The President's letter
was dated May 11, 1961. In his
reply, dated Aug. 8, 1961, Nas-
ser told President Kennedy
that he did not insist that a
complete identity of views on
that issue was a necessary pre-
requisite to Egypt's reaching an
understanding with the United
States. •

David Kochav, chief economic
planner in the Ministry of
Finance, said that this was one
of the most important achieve-
ments for Israel not only for
short term needs but al_sp for
long term development of the
economy. The news was de-
shribed however as represent-
ing only the passing of the first
hurdle.
The officials pointed out
that talks will have to take
place with each country sep-
arately on special tariff ar-
rangements for Israeli goods
and that 150 separate com-
modities were involved. They
also emphasized that while
Britain is still the largest pur-
chaser of Israeli citrus. fruits
and Israeli products are slowly
finding markets in Afro-Asian
countries, Europe is still the
most important region for Is-
raeli economic activities, both
buying and selling.
Israeli officials also noted
again that agreement with the
Euromart- countries would call
for internal changes in Israel's
economy and that the . entire
concept of labor and produc-
tion would have to be changed
if Israel was to compete effec-
tively with other countries both
in quality and price. Israel's
hope for increasing its exports
remains largely focused on
Europe. '
They also noted that the first
step had come only after
lengthy and intensive efforts by
Israel. Finance Minister Levi
Eshkol visited Euromart capi-
tals three time's in connection
with the Common Market bid
and Israeli officials of various
ministries have virtually been
commuters to European capitals.

JERUSALEM—The efforts of
American Reform Judaism to
establish itself in Israel "smack
of missionary activity," Dr.
Zorah Warhaftig, Israel's Min-
ister of Religious Affairs, as-
serted Tuesday.
He told a Jerusalem Post edi-
torial staff meeting that if there
was a mass immigration of Re-
form . Jews from the United
States "we would deal with the
matter • of Reform Judaism in
Israel naturally," but the pres-
ent efforts amounted to "them
sitting in America and sending
a few rabbi missionaries to Is-
rael."
Describing Reform Judaism as
"an offshoot of assimilation-
ism," he said "matters would
be different" if Reform Jews
called themselves a religious
sect. The trouble, he added, "is
that they claim to be a legiti-.
