Israel, however, wants long- term investments, and many American concerns have already established operations there, he declared. Eshkol made the statements in an interview with a New York Times reporter whom he told: "Ten years ago, we were eager to accept any kind of short-term loan. We don't want that 'hot money' any more. What we need now is long-term investment." The Israeli Finance Minister predicted that he is "sure" that U.S. Expert Lauds Israel's Success Delinquency New York A.F.L.-C.I.O. We feel that these outbursts of violence con- stitute a real threat to the freedom and well-being of the entire Argentine and Uruguay- an nations," the resolution said. The resolution also con- demned "the attitude of those authorities in Argentina and Uruguay who have been mini- mizing the danger and defend- ing the very organizations that are responsible for the out- rages." Swiss-Germany Pact for Compensation OK'd in dealing with crime and delin- quency was credited by an American expert as one of the reasons for Israel's achieve- ments in dealing with such problems. Professor W. C. Reckless of Ohio State University told the International Criminological Seminar here that in developed countries such as the United States, Britain and Sweden, sci- ence -seemed powerless to halt crime and delinquency. He said one reason might be that social scientists and professionals in those countries each worked in isolation in their own areas, in contrast to the 'situation in Israel. The three-week seminar is devoted to the cause and pre- vention of crime in developing countries. It is the twelfth un- der the auspices of the Inter- national Society of Criminology, an international society with 500 members which has consul- tative status at the United Na- tions.
