The report was made to the U.S. Department of Commerce by Earl E. Bakken, president of Medtronic, Inc., of Minneapolis, Minn., an authority on electron- ic equipment who served on the mission which just returned from Israel. Bakken said the developing electronics market within Israel, together with the entrance it can provide to the hundreds of millions of people in the Afro- Asian market, offers good op- portunities for the American businessman to enter into prof. itable connections with Israel through agencies, joint ven- tures, or investment. He pointed out that "the Is- raelis are in a better position I to work with African govern- I ments because of the great mu- tual trust, for in Israel the 1 Africans recognize a new coun- try experiencing similar prob- lems. This trust does not always exist between African countries and France or Britain, nor with the U.S." The African market is al- ready absorbing 150,000 Israeli-made radio sets a year. The market will grow by 50,000 sets a year. These radios are of a type not made in America. The medical electronics field, espe. cially, offered a fine prospect because of Israel's advanced medical research and the Jew- ish reputation in medicine. But "too many groups in Israel . want to go Into medical elec- tronics, causing a large frac- tionization. Possibly one group combining all the medical elec- tronic effort in Israel could and other Afro-Asian countries as they emerge as consumers. Bakken saw a •considerable in- crease in such new markets in the next few. years. Bakken's investigation of tele- vision possibilities in Israel con- cluded that Israel government opposition to TV was based on "personal rejection by Premier Ben-Gurion." Also, since TV would be a government opera- tion, it was "felt that money can be better spent in other areas," and that TV might cause an in- flationary trend." He expressed belief that TV would be introduced in Israel within two to four years. Sev- eral companies have licensing arrangements ready to go into use as soon as the "go ahead" is given. Indeed, there are already "too many for the market" There is a plentiful supply of Israeli engineering talent for research and ideas. The cost of labor is about one• third of that in the. United States. Sufficient engineers to maintain a growing elec- tronic industry are provided by the Haifa Technion, the Hebrew University, and the Weizmann Institute of .Sci- ence. But "there is a drastic lack of technical management. Most local companies refuse to rec- ognize this. There exists a lack of product development ability or engineering. I found no con- cept of quality control to meet standard requirements and no standards." He noted "there is an almost complete absence of any sales effort, locally or for export. No effort is made to do market re- search or feasibility studies be- fore starting a business or pro- ceeding with a new product ... no research or competition is practiced." Bakken charged that the Is- raeli government's procurement procedures for electronic equip- ment "are not designed to be of benefit to private Israeli man- ufacturers." He urged that elec- tronic section be turned over to private initiative to give a real boost to Israeli electronics. O L. have a slim chance of success." Bakken made clear to the Commerce Department that his criticisms of Israeli electronics were based on a constructive desire to get the Israeli pros- pects off the ground and into dynamically expanded orbit.
