mitments from other parties for
the election of President Ben-
Zvi to a third term by ac-
clamation, but indicated there
was no doubt that the Presi-
dent would be re-elected.
Israel's parliament will vote
for the President on Oct. 30,
the day after the Knesset is
convened for the winter ses-
sion.
Plans for election by acclama-
tion were wrecked Tuesday
when the Liberal Party decided
to oppose the principle of a
third term. Speakers at an ex-
ecutive meeting of the party
expressed deep appreciation of
Ben-Zvi personally and ap-
peared divided on whether to
vote against him on the third
term issue or to abstain.
The exact attitude of the
leftist Mapam was not certain
but that party's candidate in
the past, Yitchak Gruenbaum,
announced he was not a candi-
date for this office this time.
The Herut will consider its
stand late this month when
several key members, including
leader Menahem Beigin, return
from abroad.

Abba P. Schwartz, a Jewish at-
torney once active on refugee
problems, to be the administra-
tor of the State Department's

sular affairs.
Schwartz, a 1939 graduate of
Harvard Law School, served on
the Intergovernmental Commit-
tee on Refugees in London
from 1947 to 1949. He was born
in Baltimore, and is 46-years-old.
