Communal Affairs
What are the lessons of the 1962 experience in fund-raising
that the Jewish communities can learn in planning for 1963? .. .
What are the "problem areas" in the community fund-raising'cam-
paigns? . . All these questions are now being studied- by the
Council of Jewish Federations and Welfare Funds in preparation
for a wide discussion on them at the forthcoming CJFWF Gen-
eral Assembly in November. .. The Assembly, which will take
place in Philadelphia, promises to be one of the most interesting
Jewish gatherings of the year, judging from its program which is
now being completed. . . . One of the major questions which the
top leaders of the Jewish communities will discuss there is the
responsibilities of the Jewish Federations for Jewish education.
. . . There is the problem of whether the Federations should
finance all-day Jewish schools. . .. Another major problem which
the Assembly will tackle is how to translate most effectively
pledges made by contributions into payments and remove unpaid
pledges. . . . New approaches will also be discussed with regard
to building Federation endowment funds. . . . A "new look" on
recruitment by Federations and their agencies of professional
personnel—to overcome shortages in agency staffs—will be ad-
vanced at the Assembly.
Foreign Affairs
American Jewish organizations are now busy evaluating the
formidable problems posed to French Jewry- by the unprece-
dented mass-influx of Jews from Algeria and other North African
countries. . . . New Jewish communities are now mushrooming in
France, in towns and villages where Jews were never to be found.
. . . France, with 150,000 Jews at the end of the war, has prac-
tically doubled its Jewish population in the first post-war decade,
when about 150,00 Jews from Eastern Europe and from the DP
camps settled in the country.. .. Most of those new arrivals were
never integrated into Jewish community life, and it was estimated
that about 7 0 per cent of all Jews in France have no connection
whatsoever with any organized form of Jewish life. . . . Today,
following the arrival of the Jews from North Africa—and espe-
cially with the arrival within the last six months of 80,000 Jews
from Algeria alone—France has about 450,000 Jews. . . . This
makes France the single largest Jewish community in all of
Europe west of the Soviet Union. . . . This also changes the corn-
position of the existing Jewish community there by converting it
from an Ashkenazi community to one where the majority may
very soon become Sephardi.... North African Jews are primarily
Orthodox. . .. But this was in North. Africa, where the pattern of
general life in a predominantly Moslem country fostered religious
ties between the individual and his community. . .. The general
patterns in France, however, are greatly different and. they
permit, if not foster, a drifting away from religious affiliation.
. . . North African Jews, who—unlike the newcomers from East-
ern Europe—already speak French and have acquaintances with
French culture and manners, are exposed to assimiliation much
easier than the Jews who came from the DP camps. . . . This is
all the more true because of the fact that, to a great extent, the
exercise of Judaism in North Africa was formal rather than pos-
sessing inner vitality. . . . Once the aurrounding North African
framework is gone, North African Judaism rapidly tends to dis-
integrate. . . . Potential danger is seen in the fact that in the
small Jewish communities in France, where the North African
Jewish refugees established their new homes, there are no means
to acquire kosher meat simply, unless one orders it four days in
advance from the nearest larger city . . . Nor are any synagogues
or prayer houses existing in these communities; not to speak of
securing a Sepher Torah . . . Young men and women from North
Africa have no focal point for Jewish activity, since there are
no Jewish cultural or religious organizations which they could
join . . . Leaders of central French Jewish community organi-
zations are therefore greatly worried about this situation . . .
They are attempting now to create a cultural "pilot program"
of regular Jewish activities, over a year's time, that might be
more widely applied in various parts of France, especially in
the small towns where the Jewish newcomers are completely
isolated from organized Jewish life.

Fate of Ghetto Jews
LONDON, (JTA) — A docu-
mentary account of the terrible
fate of the Jews in the Lwow
Ghetto is the subject of the
latest book by the well-known
Ukrainian writer, Wladimir Bie-
lajew, it was reported from
Warsaw.
Published under the title
"Light in Darkness," the book
also contains a description of the
heroic resistance of the ghetto
inmates against the Nazis. Biela-
jew is the author of a book,
"Unmasking," which describes
the cruelty of the Ukrainian ac-

Jewish Groups Urge Investigation
of Destruction of Negro Church
NEW YORK. (JTA) — Attor-
. ney General Robert F. Kennedy
was urged, in a joint statement
by the American Jewish Con-
gress, Jewish Labor Committee,
Jewish War Veterans of the
U.S.A., Union of American lie-
-- brew Congregations, Union of
Orthodox Jewish Congregations
of America and United Syna-
gogue of America, "to establish
without delay the facts" in the
recent destruction of a Negro
church in Lee County, Ga.
This statement was released
through Lewis H. Weinstein,
chairman of the National Com-
munity Relations Advisory Coun-
cil, the coordinating body for the
above six national agencies and
62 local, state and regional Jew-
ish community councils through-
out the U.S.
The agencies "were appalled
by reports of the possible bomb-
ing of a house of worship," and
asked the Department of Justice
"to determine whether there was
a connection between the tragedy
and the fact that this church was
being used to educate Negro vot-
ers on the importance of exer-
cising their franchise."
The Jewish bodies stated that
"if it is established that a bomb-
ing took place, it would be fur-
ther proof of the lengths to which
some extremist groups will go to
deprive Americans of their con-
stitutional freedoms, and in such
event we urge that no effort be
spared to apprehend the crimi-
nals..Only through such unhesi-
tating action can we serve effec-
tive notice of our government's
determination to protect all citi-
zens in the exercise of their right
to vote."
