Three new woodland paths
totaling over 20 miles have
been added to the horseback
riding trails at Tamarack Lodge,
Greenfield Park, N. Y., owner-
host Dave Levinson announced.
Under the direction of riding
master Paul Grow, 12 horses
and two ponies are always avail-
able for resort guests. The
horses are specially trained to
ride a fixed trail and each
knows the route back to the
Tamarack stable.
Group riding is held daily
with extra consideration given
to beginners. Several horses are
used strictly for first-time
riders.

can be a constructive experience
for an agency to relate the

year's request to a five-year
plan which indicates the direc-
tion in which the agency is
moving. A budget committee
can encourage the agency to do

this. .
In conclusion, Avrunin states
the basis for an effective budget-
ing process to rest on one sim-
ple condition—"the relationship
of the federation with its agen-

cies."
"In a community where there

is mutual understanding—con-
tinuously and year-round—be-
tween federation and its agen-
cies, budgeting is more likely to
be developed to a higher level
year by year . . . it is most
effective when the central or-
ganization respects the pro-
grams of its constituent agen-
cies and the agencies are aware
of it."

'Most Crucial Test'
Facing Immigration
Program in Israel

TWIST & SPLASH PARTIES

NEW YORK, (JTA) — "The

immigration and rehabilitation
program of the Jewish Agency
for Israel, is facing its most
crucial test in a decade," it was
reported by Dr. Isador Lubin,
noted American economist and
consultant to the Jewish Agency
for Israel, Inc., and Aryeh L.
Pincus, treasurer of the Jewish
Agency, Jerusalem.
Pincus came to New York
for consultation with UJA lead-
ers on problems of financing
the resettlement of an increas-
ing number of immigrants. Dr.
Lubin just returned from 41 sur-
vey trip to Israel. Both submit-
ted their reports to a meeting
of the board of directors of the
Jewish Agency for Israel, Inc. at
the Agency's headquarters here.
Among the factors which pre-
cipitate the current critical sit-
uation, they noted the contin-
ued increase in the tempo of
immigration, the shortage of
housing for new arrivals and
the age composition, family size
and health status of the immi-
grants.
