Ben-Gurion Warns Israel Must Remain
Alerted Against Danger Across Border
HAIFA — Prime Minister
David Ben-Gurion warned Tues-
day night that it would be "dis-
astrous" for Israel "if we for-
get that brutal danger lies in
. wait across the border."
The Prime Minister's warning
Was clearly a reply to the re-
newed threat by President Nas-
ser of Egypt, Monday Night,
that Egypt would "insist on the
liquidation of Israeli aggression
on part of the Palestine land."
Nasser made the threat at the
opening session of the Egyptian
Congress of Popular Forces in
Cairo.
Keating Assails
State Department
f or Aid to Nasser
NEW YORK, (JTA) — Sen-
ator Kenneth Keating, New York
Republican, sharply criticized the
Washington Administration's
"newly spruced-up program of
aid to Nasser as "a dangerous
precedent," in an address before
the National Committee for the
Furtherance of Jewish Educa-
tion.
Calling attention to the fact
that he has asked the State De-
partment to explain the new
policies of aid to Egypt, he de-
dared that the answers he re- I
ceived from the State Depart-1
ment are "astonishing in their
short-sightedness and in their
tendency to accept at face value
whatever the Arabs chose to say."
The State Department, he
charged. has given "no hint of
the fact that Israel has replaced
Palestine in the Middle East,"
and accepted the "Arab protesta-
tions that their military posture
vis-a-vis Israel is defensive."
"I have tried to discover," he
said, "what guarantees we have
demanded to make sure that
none of our increased aid to
Nasser, which may amount to
6180,000,000 this year, is used
for increased armaments, anti-
Western propaganda or economic
warfare. Apparently there has
been none."
He advocated passage of an
amendment to the U.S. Foreign
Aid Bill "to require that we
establish priorities in our foreign
aid program, and that we do insist
on guarantees that United States
aid will not be used, directly or
indirectly. to step up military
spending or hatemongering prop-
aganda."
Ribicoff Credits
Jewish Upbringing
as Success Factor
WEST HARTFORD (JTA) —
Abraham A. Ribicoff has cited
the traditional Jewish founda-
tion of his childhood home as a
key factor in the success he has
attained as a former Governor
of Connecticut and his present
position as Secretary of Health,
Education and Welfare.
He made the statement in an
address at the annual banquet of
Beth David Synagogue, which
honored him for his attainments.
Ribicoff's father. brother and
sister also were honored.
In a moving address, the Sec-
retary recalled the modest cir-
cumstances of his family during
his childhood in New Britain.
The addresses was sprinkled with
nostalgic recollections of a poor
family that was too proud to
let anyone know about its finan-
cial problems.
The former Governor recalled
particularly the Sabbath spirit
that permeated his childhood
home when Friday night arrived.
He recalled the deep religious
faith of his father, Samuel Ribi-
coff, and his mother, the late
Mrs. Rose Ribicoff, and her suc-
cess at teaching her children the
meaning of education.
He said "All this is in the
great tradition of a great people
and it is one reason why I have
always been very proud to be a
Jew."
Ben-Gurion also said, in ac-
cepting an honorary doctorate
of architecture at the Haifa
Techigon, that Israel would
not ever be a world factor in
politics or economics for "we
are few." It is only in the
spirit that Israel can compete
with other nations, he told the
graduation ceremony audi-
ence.
"In the kingdom of the spirit,
we are capable of being an im-
portant factor and not a negli-
gible one," he said.
The Prime Minister said he
was not sure whether the term
"architect" was appropriate to
the process of molding a state
since, unlike a building, "where
you have material like clay in
the potter's hand," it is "the
people that is the main thing,
and not land or the power of
sovereignty."
Discussing the ideals of
Jewish tradition in the role
Israel might have, he said
these were included as prin-
ciples in Israel's independence
proclamation and in the state
education law. In evaluating
the degree to which these
goals had been achieved, the
Prime Minister said that there
had been progress in many
fields but, he added:
"It would be disastrous if we
forgot that brutal danger lies
in wait across the border, that
only 16 per cent of our people
have returned to the homeland
and that even among this small
section there are still disturbing
differences in material and cul-
tural standards and a dangerous
gap between our communities."
The prime Minister obliquely
criticized the Israeli profession-
als in a wide variety of fields
who struck during the past
year for higher salaries, say-
ing that "even among those
who achieved no small measure
of prosperity, not all are imbued
with responsibility and devo-
tion to general needs. Many of
them demand for themselves,
rather than demanding of them-
selves."
He added that the achieve-
ment of Israel's goals "can
materialize through the co-
operation and devotion of
every Jew living here or who
lives in other countries but
first of all and above all, it
depends on two sections of
the people of Israel: the work-
ers and the men of science
and art."
He said that "all of my life
I have cherished this dual as-
piration, that there should be
unity between the sectors of Is-
rael—between those who create
by hand and those who create
by brain—and that they should
alike be dedicated to the great
historic ideals of our people
whose most concise and active
expression is to be found in the
message of our great prophets.
I am confident that the day will
come when it will be realized
to the full."
