concern" with vocational train-
ing and educational integra-
tion, he said. Haber also dis-
cussed the needs for expanded
and new apprenticeship centers
in Israel's large cities.
Another pressing problem is
the need for establishing trade
schools for Arab youth, Haber
pointed out. He said:
"By far the most dramatic
developments of our stay
were the discussions around
establishing vocational schools
in predominently Arab areas.
It is projected that this pro-
gram will be carried out
jointly with the Histadrut.
The idea of a trade school for
Arab youth has been circulat-
ing for a number of years
and various discussions have
been held by our friends in
Israel which laid the ground-
work for the decision."
Haber also called for greater
support by the Israel govern-
ment. "In our talks with Min-
ister of Education Abba Eban,
we made clear that any further
significant expansion of voca-
tional schools must depend en-
tirely on far greater govern-
ment support."
Haber also called for in-
creased local support. "De-
spite " the magnificent per-
formance to date, clearly the
future progress of ORT in
Israel must rely on ever
larger sums produced lo-
cally."
Haber said that in Israel,
"ORT has fashioned the crown
to its 80 years of Jewish serv-
ice. There are problems and
hardships and difficulties. But
