As
joyfully celebrate the Fourteenth year of Israel's Independence,
we must rem mber that Israel this year is embarking on the most far reaching
program since its founding — to reawaken the Negev from its sleep of 2,000
years. It is launching "The Decade of the Negev," spurred on by Prime Min-
ister David Ben-Gurion's words that "We must conquer the desert, or the
desert will conquer us."

Israel anticipates a population increase of at least 500,000 by 1965,
and of at least a million by 1970, bringing her total population well past
three million.

Ben-Gurion called the Negev, "the heartland of future progress."
and of the first half million immigrants, who are again streaming in from
lands of Arab violence as well as from other areas of persecution and hardship,
at least 125,000 must be settled in the Negev.

Finance Minister Levi Eshkol has stated that the greater part of the
finances for this program must come from Israel Bonds. To help "give

wings to Israel's future," the 14th Anniversary Israel Bond Drive, inaugurating
the Decade of the Negev, will appeal to every Jewish family to establish its
own personal Bond with Israel and will ask those who have been members
of the National Israel Bond Honor Societies to participate in a special "Negev
Aliyah" — to rise up to the newly created Negev Honor categories being
launched this year in addition to the regular Honor categories of $10,000 for
Trustees, $3,000 for Builders and $1,000 for Sponsors or Guardians.

These Negev categories are: a $15,000 Israel Bond purchase for
Negev Trustees, the cost of settling a new family in the Negev; $4,500 for
Negev Builders, because this is the bare cost of a minimum dwelling in the
desert; and $1,500 for Negev Guardians and Sponsors, as a "Minyan" of
Guardians or Sponsors is required to match a Trustee purchase in settling a
family in the Negev.

Detroit Jewry will be asked to answer the call to "make the Negev
green with Israel Bond dollars" and to participate to the fullest degree in this
year's Israel Bond Campaign, which is of such crucial importance to the
future of the Negev and to the security and economic independence of Israel.
