NEW YORK, (JTA) — The
current program of the United
Hias Service in assisting Jewish
migrants and refugees is at a
rate 10 per cent above its antici-
pated volume of service for the
year 1962, it was reported by
James P. Rice, executive director,
following his return from a sur-
vey of overseas operations.
During the first three months
of this year, Rice reported,
United Hias Service assisted
more than 1,850 Jewish migrants
and refugees from Europe, North
Africa, Egypt and Cuba to re-1
settle in the United States, Latin
America, Canada and Australia.
About 50 per cent of those as-
sisted, including more than 400
Jewish refugees from Cuba, came
to the United States. Rice empha-
sized that a large majority of the
newcomers to this country en-
tered under the special immigra-
tion law, Public Law 86-648.

the man who was honored,
and he is held in such high
esteem in the food industry
as well as in the movements
with which he is associated,
that it was an overflow party.
There were present Cottler's

associates in work for Israel,
in communal movements, in
Israel bonds, in fraternal cir-
cles, the Jewish National Fund
and in industry. Not only peo-
ple he does business with, but
competitors as well were there
—non-Jews as well as Jews.
It was a $25-a-plate dinner
and proceeds will be used to
establish a children's home in
Givat Hayim in Israel in Cott-
ler's honor.
The dinner was addressed

by Israel's Consul General
David Tesher who reviewed
his eountry's accomplish-
ments in the past 14 years.
Rabbi Jacob E. Segal, as
chairman, reviewed Cottler's
life activities and paid him
honor for his communal de-
votions. And the grandchil-
dren and employees of the
man honored joined in ex-
pressing their affections. Cott-
lees 9 - year - old grandson,
David Cottler, speaking for
his five grandsons, presented
$1,000 towards the Givat
Hayim children's home proj-
ect, and John Nagrant, one
of the store managers, pre-
sented a check for $1,050.54
towards that fund.
Cottler responded to the en-
comia after receiving from
Harry Schumer a plaque, issued
by the National Committee for
Labor Israel, which conducts
the Histadrut campaigns, signi-
fying that the children's home
was to be established in his
honor in Israel. He expressed
thanks to his many co-workers
and spoke with gratitude for
the good associations with or-
ganizations and individuals in
the community.
John Lurie, as co-chairman of
the testimonial committee with
Harry Becker and Frank Isbey,
presided at the gathering and
paid his personal tribute to

Emphasizing that "the con-
quest of the desert" is at the
center of Israel's aims, Tesher
showed how this is being ac-
complished with determination
and dignity by the Israelis.
"Whatever has been achieved
has been under conditions of
democracy and freedom," he
declared.
He explained that Israel has
no military pacts and does not
belong to any bloc with other
nations, but the friends made
by the Jewish State in many na-
tions is the great boon for the
nation.
Rabbi Segal, in hit review of
Cottler's many communal activi-
ties, said he was one of the
earliest charter members of
Adas Shalom Synagogue and a
regular attendant at Sabbath
services, and he praised him for
his steadfast devotion to Hista-
drut, Jewish National Fund,
Israel Bond campaigns, and the
help he gives to the Jewish
Theological Seminary and other
causes.
"His success is a tribute to
his integrity and devotion,"
Rabbi Segal said. "He has serv-
ed as a modest agent in the re-
demption of Israel."
