Congress Lauds New
Immigration Rules

The Negev, Israel's southern desert area, has become the
center of a vast pioneering effort utilizing Israel Bond funds to
make it green and prepare it for the settlement of many thou-
sands of new immigrants. Israel Bonds are providing capital for
all phases of the Negev development program, including the
building of the new port at Ashdod, the construction of the .100-
mile pipeline to bring water to the south from the Jordan River,
the exploitation of mineral resources, and the expansion of hous-
ing facilities. The Israel Bond drive seeks a minimum of $66,-
500,000 this year for economic development.

MONTREAL, (JTA) — Can-
ada's new immigration regula-
tions were lauded here by the
national executive committee of
the Canadian Jewish Congress.
In a resolution adopted. the
!leaders of the CJC expressed
hope that the new regulations
will be carried out in a way i
I which would give effect to their
"spirit and intent."
Mrs. Ellen L. Fairclough, Min-
ister of Citizenship and Immi-
gration, issued a statement de-
claring: "The most important ef-
fect of the new immigration reg-
ulations is to make it possible
for any qualified person, from
any part of the world, to be con-
sidered for adminission to Can-
ada, without regard to his race;
color, national origin . or the
country from which he comes.
The main qualifications are edu-
t cation. training and skill."
