Yosselle's Hiding Called Criniinal Act by Knesset

JERUSALEM — A resolution
denouncing the hiding of Yos-
selle Schumacher as a criminal
act and calling on the public
for maximum effort to return
the child to his parents was
approved without objection
Tuesday night by Israel's .par-
liament.
The resolution wording was
a compromise between the de-
puties who wanted an amnesty
for those involved in the hid-
ing of the boy—if he was re-
turned—and the deputies in-
sisting on the child's uncondi-
tional return. Approval was pre-
ceded by a heated full dress
debate. The Communist depu-
ties who abstained from the
vote sought unsuccessfully to
attach a rider that the police
was not active enough in the
search for the child.
A rider proposed by Agudas
Israel, which voted for the re-
solution that the Knesset call
on those who "have exploited
the incident to besmirch reli-
gious Jewry" to cease such
"indictment," was defeated. Po-
lice last year raided an Agudas
Israel settlement and arrested
several of its members in a
search for Yosselle.
Deputies participating in the
debate cited the appeals of
r a b b i s, including the ultra
orthodox rabbis, for the child's
immediate return. They were
divided, however, on the issue
of promising amnesty to those
holding the boy. Orthodox
speakers advocated non-prosecu-
tion, but other deputies said
that such a condition would be
tantamount to blackmail to
which the government should
never agree.
The tragic condition of Rus-
sian Jewry was brought into
the debate when orthodox de-
puties recalled that the boy's
grandfather, Nachman Shtarkes,
refused to hand the child back
to his parents on grounds—
which the parents later denied
in court—that they planned to
take the child with them to the
Soviet Union. The deputies as-
serted that before the grand-
father hid the boy and defied
a Supreme Court order to re-
turn him to his parents the
entire press supported the
grandfather's action. Since the
only barrier to. returning the
child now was the fear of pro-
secution, the orthodox deputies

Establish Histadrut
Scholarship Fund
Spa for Workers

The National Committee for
Labor Israel has announced a
$2,500,000 Histadrut Scholarship
Fund, to embrace two types of
scholarships, annual and per-
petual.
The annual scholarships, aver-
aging $250 per year, will assist
youngsters in the vocational
schools on a one-time basis. Per-
petual scholarships, in units of
$2,500, will be placed in an en-
downment fund, income from
which will be sufficient to great
annual scholarships.
An international v a cat ion
camp for workers will be
opened at Ashkelon in 1963, ac-
cording to plans announced
jointly by Histour (the Hista-
drut tourist company) and the
International Association of La-
bor Tourism. An investment of
a million pounds will be made
in the venture, which will en-
courage low-cost group travel to
Israel.
