NEW YORK — Dr. Emanuel
Neumann, honorary president
of the Zionist Organization of
America and member of the
Jewish Agency Executive, criti-
cized both the United Nations
and the United States govern-
ment for their failure to take
effective steps to restore actual
peace between Israel and the
Arab states. He asserted that
"the latest incidents on the Is-
rael-Syria frontier must serve
as a warning signal hightlight-
ing the tragic situation that
despite the armistice of 1948-
1949, a state of war still exists
while the international commu-
nity looks on, unwilling or un-
able to take effective steps to
restore actual peace."
Dr. Neumann charged that
the U.S. Government "today
dares not raise its voice for
peace in the Middle East by
bows to the demands of Arab
intransigents that the very men-
tion of peace be banned." He
pointed to the fact that the,
last session of the General As-
sembly of the United Nations
"failed even to approve a reso-
lution offered by a group of
African nations calling for di-
rect negotiations between the

Arab states and Israel with a
view to peace," and added that
"for us, as Americans, it is
still more grievous that our
Government did not lend its

support to the African initia-
tive but rejected that resolu-

tion."

Dr. Neumann spoke at a
luncheon meeting sponsored by
the ZOA, attended by Zionist

leaders from the metropolitan

area. The function was in the
nature of a farewell to Louis

Sitkoff, former president of the
Long Island Zionist Region and
Associate Chairman of the ZOA
Aliyah committee, on the occa-
sion of his departure for Israel
for permanent settlement there
together with his family.

For more than 12 years, Ban-
der has been controller and
director of, first, the profes-
sional and later, the real estate
and buildings divisions of the
Jewish Welfare Federation of
Detroit.
Prior to that he was adminis-
trative assistant to the man-
'aging director of the Jewish
Telegraphic Agency in New
York.
Bander is a graduate of the
College of the City of New
York and holds Masters de-
grees from Columbia Univer-
sity in public law and Wayne
University in social administra-
tion.
During World War II he
served with the U.S. Army Air
Forces and was decorated for
his participation in the India-
Burma and Central Burma cam-
paigns. He is married and has
three children.
Henry L. Heming, president
of the Jewish Board of Guardi-
ans, expressed gratification that
Gander's executive skills and
experience would be brought to
the agency's work on behalf of
troubled children and young
people.
