UNITED NATIONS, N.Y. -
One of the Kremlin's foremost
experts on Arab affairs, formerly
Moscow's Ambassador to Egypt,
was named here Tuesday as an
undersecretary of the United Na-
tions, officially designated as one
of the principal advisers to Act-
ing Secretary General U. Thant.
The new appointee is Eugeny
D. Keselev, who will succeed un-
der Secretary George P. Arka-
dev. The latter resigned Tues-
day effective March 14.
Kiselev, who is 54, has been
in the Soviet diplomatic service
since 1938 and his last position
was as head of the department
of Near Eastern countries in the
Moscow Foreign Ministry. Consul
General in New York from 1943
to 1945, he held various other
important posts and was Ambas-
sador to Egypt from 1955 to 1958,
Minister at the same time to
Yeman and Ambassador to the
United Arab Republic in 1958
and 1959.
At the same time it was an-
nounced that Dr. Omar Loutfi,
former UAR permanent repre-
sentative here, recently appoint-
ed an undersecretary, has been
designated officially as one of
the two top secretariat members
in charge of special political af-
fairs. The other official holding
that title is Dr. Ralph J. Bunche.
Ben-Gurion Abolishes 13-Year-Old
Curfew on 45,000 Border Arabs

JERUSALEM-The night cur-
few which has been in effect for
45,000 Arabs living in Israel's
"little triangle" area on the Jor-
dan border since 1949 was abol-
ished Tuesday night on orders of
Prime Minister Ben-Gurion act-
ing as Defense Minister.
The curfew has been in effect
on an 80-mile strip along the
border since the signing of the
Israel-Jordan Armistice Agree-
ment. Recently, the curfew had
been relaxed to apply only be-
tween 11 p.m. and 3 a.m.
The abolition order was in
compliance with a decision of the
cabinet recently to liberalize mil-
itary government in Arab popu-
lated areas. The curfew was orig-
inally set up to facilitate meas-
ures to prevent Arab infiltration
from Jordan. Ben-Gurion's an-
nouncement was made on the
eve of a feast marking the end
of Ramadan, the Moslem month
of fasting.

LONDON-The reported guar-
antees for Jews remaining in an
independent Algeria will . not
solve all the problems they will
face, R. N. Carvalho, president
of the Anglo-Jewish Associa-
tion, declared here Tuesday
night. -
Speaking at a meeting of the
group's Council, he said the
guarantees which are under-
stood to have been negotiated
by Algerian rebel leaders with
France would be "an invaluable
step" in that they would enable
Jews wishing to leave Algeria
to go to France on the same
terms as non-Jewish French-
men..
Ile added, however, that the
agreement "will not enable
Algerians to realize their as-
sets or make it any easier for
those who want to remain to
live in a Moslem state," par-
ticularly in one where the
local population has been
driven to "hatred of French
and European."
He also argued that the
French settlers were not likely
to accept the terms • of the
agreement peaceably and that
in many places Algerian Jews
had identified themselves with
the extremists of the OAS, the
European underground which
violently opposed an independ-
