SIR ROY WELENSKY,
Prime Minister of the Federa-
Lion, 'of Rhodesia and Nyassa-
land, smiled in London after
touching off a controversy,
threatening to use force to pre-
vent the break-up of the Fed- .
eration. British Prime Minister
Macmillan is supporting a con-
stitutional change which -could
lead to Africa'? control of the
Northern Rhodesian Legisla-
tive Council. Sir Roy, who was
born in Rhodesia, is the son of
a Russian-Polish Jew who cut
off his trigger finger to avoid
conscription, left for the United
States to become a fur trader,
left for South Africa in the
diamond rush, came too late
for diamonds and became a
successful dealer in ostrich
feathers. The Rhodesian Prime
Minister's formal schooling
ended when he was 14. He be-
lieves that the Africans must
attain equality with Europeans
through education.
