162 Women Give
Public Schools'
Prayers Opposed $250,000 to' AJC
by Rabbi Hertz

Participating in a symposium,
with two Christian clergymen;
on the issue created by the in-
troduction of religious prayers
in the Bloomfield Hills public
schools, Dr. Richard C. Hertz,
rabbi of Temple Beth El, took
a firm stand in opposition to
religious observances in schools.
The symposium was con-
ducted in the. Detroit Free Press
by its church editor, Hiley H.
Ward. The other participants
were Rev. Fr. Thomas Ruffin,
pastor of St. George Syrian Or-
thodox Church, and the Rev.
Louis H. Koehler, vice presi-
dent of the Michigan District
of the Lutheran Church, who
favored the plan.
Dr. Hertz, in his elaboration
on the various issues involved
in the Bloomfield plan, stated:

"The purpose of the public
school is not religious educa-
tion. The task of teaching
children to pray belongs to
the home, the church and the
synagogue, not the public
school."

- Dr. Hertz added: "Moral
training of an individual is not
helped by prayers in the public
school. A child who is at the
head of his Sunday School class
does not necessarily keep out
of trouble."
He stated further: "In mat-
ters of conscience, we must not
make decisions by majority
rule. Our schools belong to all
the people and must serve all
children, regardless of race of
creed and without discrimina-
tion. Schools should maintain
complete impartiality in the
realm of religion and prayer.
Schools should never under-
mine the faith of any child,
nor question the absence of
religious belief either."
Expressing concern over the
proposals to introduce religious
training in the schools, Rabbi
Hertz stated:
"As a religious leader and
teacher, I would want to sup-
port any effort which truly
strengthens the religious con-
victions of children in their
respective denominations. Sim-
ilarly, I would oppose any effort
which would demean or make
meaningless the sincere re-
ligious convictions of any child.

"I fear the introduction of
prayers in the public schools
—and what this will do to the
children involved, to a com-
munity whose emotions be-
come aroused over this issue,
to the teachers who are quali-
fied to teach their respective
subjects, but are not com-
petent to teach children to
pray."

Declaring that there is "dis-
turbance" in a child who needs
to be excused from participa-
tion in school prayers, Rabbi
Hertz asserted:
"When children prefer not to
participate in prayer in public
school for reasons of conscience
and are excused by the school
authorities, the situation is psy-
cologically damaging.

The women's pre-campaign
Division of the Allied Jewish
Campaign raised more than
$250,000 when 162 women
met for luncheon at the Great
Lakes Club. Getting an early
start on the campaign, which
will formally open in mid-
March, the women heard Rab-
bi Herbert A. Friedman, exe-
cutive vice-chairman of the
United Jewish Appeal, ex-
plain that the UJA must meet
the critical absorption needs
of Jews who have immigrated
to Israel, Jews in want in
Europe and Moslem lands and
newcomers to the United
States; a total of 600,000 men,
women and children in 28
countries. Rabbi Friedman
called the help the women
were prepared to finance
"the difference between life
and death, a hopeful future
or a bleak existence of de-
spair and poverty." The wom-
en responded by raising 15
per cent more than in 1961.

Why does tradition pre-
- scribe that the Sabbath can-
dles must be lit at least 18
minutes before sunset?

Generally speaking, When it
came to the acceptance of the
Sabbath, the rabbis did not
want to have people wait until
the very last minute when the
Sabbath finally arrives (i.e. at
sunset) to consider the Sabbath
as here. When one expects a
cherished guest, one does not
wait until the last minute to
go and greet him. One is so an-
xious to receive him that one
goes a bit ahead of time. Since
the Sabbath arrives at sunset,
the rabbis advanced its accep-
tance by one small unit of time
which is 18 minutes, which was
considered the time it took for
a man to walk an appreciable
distance. This is classified un-
der the general term of "Tosfot
Shabbath" (an addition to the
Sabbath). The aforementioned
reasoning may be used accord-
ing to those who believe that
the Sabbath comes at sunset-
i.e. — when the sun has com-
pletely disappeared behind the
horizon.
There is another opinion
which claims that the Sabbath
comes, not when the sun entire-
ly disappears, but when it be-
gins to set. This is considered
by this source to be 18 minutes
before our so-called astronomi-
cal sunset. If one accepts this
view then at 18 minutes before
sunset is actually the time when
the Sabbath arrives, and one
might really be required to a
vance his candle-lighting ti
by another five or six min
in order to allow for the
time period which marks
anticipation of the Sabba
