1,500 Mental Patients
in Israel Will Be
Evaluated for New Care
More than 1,500 mental pa-
tients in Israel, nearly all
miedle-aged, "put away" for
years in private, often sub-stand-
at d institutions, are now being
screened by a psychiatric team
to determine the extent of their
illness and to plan proper care
for them.
The program aims at first
identifying them and then treat-
ing and rehabilitating these citi-
zens hitherto forgotten and con-
sidered "hopeless."
No files were kept on many
of the patients and in some cases
not even the most elementary
information about them existed.
They were getting no psychiatric
or rehabilitation treatment what-
ever; the only care they received
was custodial.
The assessment and rehabilita-
tion team, sponsored jointly by
the Ministry of Health and Joint
Distribution Committee-Malben
has taken over the evaluation of
this large, long-neglected group.
Malben is the JDC welfare pro-
gram for aged, ill and handi-
capped newcomers to Israel. JDC
receives funds for its world wide
programs chiefly through the
campaigns of the United Jewish
Appeal.
The screening program will
cover all patients in the country's
18 private mental homes and
will include compilation of social
and medical files for each pa-
tient, establishing contact with
their families and provision for
active treatment, rehabilitation
and vocational training for those
who can benefit from such pro-
grams.
Israel Attorney General
Fights Registration
of Pro-Nasser Group
JERUSALEM, (JTA) - Attor-
ney General Gideon Hausner
asked the Israel Supreme Court
to reverse a decision invalidat-
ing "public welfare and security
needs" as grounds for refusing
registration to a company to do
business in Israel.
The case involves a pro-Nasser
Arab group in Israel.
The issue developed when the
Israeli registrar refused on those
grounds to register an Arab
nationalist group, Elard, which
had issued a publication favoring
the policies of President Nasser
of Egypt. The court ruled that
if the application was denied for
fear that the group would resume
publication of the pro-Nasser
organ and publish seditious ma-
terial, there was a censor who
was competent to ban publication
of matter likely to harm the
security of the state.
In asking for a reversal, the
Attorney General contended that
under the present conditions,
Israel could not "give official
sanction to an organization whose
aim is subversion and which
seeks to promote this aim by
means of the basest kind of
agitation." 'The court did not set
a date for a ruling on the Attor-
ney General's appeal. Approval
of the appeal would establish
the principle that groups seek-
ing registration as cornpanies
would have to be above suspicion
concerning any intent to harm
the state.
