JERUSALEM — Negotiations
between government representa-
tives and officials of the Sec-
ondary School Teachers Associa-
tion failed Wednesday to bring
agreement on the teachers' de-
mands for higher salaries.
Agreement was reached ,Tues-
day on similar demands made by
the teachers union representing
elementary school teachers.
The secondary teachers reject-
ed the terms on which the dis-
pute was settled with the teachers
union, averting a nation-wide
public school walkout. The public

spent a record sum of $44,000,-
000 for the purchase of ships
during 1961.
During the year, Israel's pas-
senger and merchant- fleet in-
creased by almost two-fifths to
520,000 , tons. Seventeen new
ships have been acquired, in-
cluding the passenger ship Mole-
det .and 1,6 cargo vessels.

VIENNA—Three young men
held responsible for a series of
Neo-Nazi incidents in recent
weeks are under arrest.
Police gave .their names as
Rainer Burghardt and Guenther
Pfeiffer, students, and Gerd
Kouslk, a taxi driver.
The three had confessed
blisting the Italian Embassy,
the office of an Italian airline,
the American Embassy and that
at almost every scene of their
crimes they had left anti-semitic
pamphlets.

tient's home, has been found
particularly beneficial to aged
persons in advanced stages of

The patient is not taken out
of his normal environment, and
he ddes not come to depend
fully on others as is usual in
the mental home.
The JDC-Malben welfare pro-
gram in Israel for aged, ill and
handicapped immigrants is fi-
nanced by funds raised mainly
through the campaigns of the
United Jewish Appeal.
