THE DETROIT JEWISH NEWS — Friday, November 10, 1961 - 28 Silver Is First to Receive New State Certificate Harold Silver, director of the Jewish Family and Children's Service, is the first person in Michigan to receive the Certifi- cate of the Academy of Certi- fied Social Workers, established by the National AssociatiOn of Socal Wojkers. Starting Dec. 1, a plan for the certification of professional so- cial workers in every state -will go into effect and qualified so- cial workers will be able to identify •themselves as full- fledged professionals by the use of the initials ACSW. Only members of the National Assocation of Social Workers mr are eligible to become cer- ' tif ie d. It is expected that some 300 so- cial workers in Detroit and about 15,000 in the country, will be certi- fied by the end Silver of this year. Silver has been an active member of the National Asso- ciation and its predecessor or- ganization, American Associa- tion of Social Workers, since 1928. He has held various offices in the Detroit Chapter, includ- ing the chairmanship in 1934-35. On the national level, he has served as chairman of the Com- mission on Personnel Standards and Practices," which has de- veloped the certification pro- gram. He has been prominently as- sociated- with the National Con- ference of Jewish Communal Service, serving_ as member of the Executive Committee, treas- urer, vice president, and as president in 1946-47. Currently he is, chairman of the Central Regional Committee of the Child Welfare League of America which is preparing the conference to be held in Detroit in March. During the summer of 1961 he made a study of pub- lic assistance in Israel fot the Council of Jewish Federations and Welfare Funds. _Mr. and Mrs. -Harold Silver have two children: a son, Reu- ben, who recently received his doctorate in speech at Ohio State University, and a daugh- ter, Rena, who resides at Urim Kibbutz, Negev, Israel. In her appeal in behalf of the De- troit League's project she stated: "The Children's Asthma Re- search Institute and Hospital has developed into the world's largest asthma research center in the world; working towards a cure of asthma in children. Only children afflicted with 'in- tractable' asthma are admitted to the home. There are children from 37 states, Canada and Is- rael. Little Flavio; much pub- licized youngster from Rio de Janier,o, Brazil, who has been a patient at the home since last, June, is now doing well. He has an english vocabulary of . some 60 words, has made many- friends, and is progressing to- wards_ good health. Many of these children arrive at the Home in precarious health, and after treatment Mid care of about two years, are rosy,. healthy, happy, leading normal lives." Marshall is well known for his books on Israel's War of Independence and the Sinai Campaign, to both of which he was an eye witness. On his many trips, to Israel, both Gen. and Mrs. Marshall visited the - Bar-Ilan University and is well-acquainted with its growth and development. He was a close friend of the late Dr. Pinchos Churgin, founder - and first president of the Bar- Ilan University. The annual affair of the Bar- Ilan University in Detroit has become a city-wide event in which the leadership of the community gather together to express their' devotion to this great institution of higher learning in Israel.
