"Imperialist reaction makes extensive use of chauvinism to incite nationalist conflicts, per- secute entire nationalities and national groups through anti- Semitism and racial discrimina- tion against Negroes," the draft says. Nothing is mentioned about the suppression of Jew- ish culture in the Soviet Union. (A resolution calling on the Soviet Union to allow Jewish schools to function in that coun- try was unanimously adopted in Rio-de-Janeiro at the sixth International Congress for Free Education attended by dele- gates from 32 countries, includ- ing several new African states. The resolution was proposed by Dr. Shaul Levin, director of the Education Department of the Tel Aviv Municipality.) The draft also attacks reli- gion. It says: "Clericalism is acquiring ever greater impor- tance in the political and ideo- logical arsenal of imperialism. The clericals do not confine themselves to using the church and its ramified machinery. They now have their own big political parties which in many capitalist countries are in power. They set up their own trade union, youth, women's and other organizations and split ranks of the working class and all working people. The monop- olies lavishly subsidize clerical parties and organizations, which exploit the religious sentiments of the working people and their superstitions and prejudices."
