were not_ on guard? Israel would
be thrown back to the days
before the fall of 1956, when
death, sabotage and terroristic
acts were daily and nightly oc-
currences. Russia would be
handed another trouble spot to
exploit. The Middle East would
explode—first in its own area,
then likely the poison of war
would spread throughout the
globe.
Observers here, always con-
cerned about the readiness of
some people to brand the UN as
totally ineffective, point to the
dramatic birth of UNEF, and to
its continuance, as an object les-
son in the real meaning of the
United Nations.
UN Assembly to Deal
With Refugee Issue, UNEF
UNITED NATIONS, N.Y.,
(JTA)—Only one item affecting
Israeli interests directly, and an-
other item touching upon the
Israel-Arab situation in general,
are included in the provisional
agenda for the 16th session of
the United Nations General As-
sembly, disseminated by the Sec-
retariat.
,Item No. 25 on the 77-point
provisional agenda is entitled
"Report of the Director of the
United Nations Relief and Works
Agency for Palestine Refugees in
the Near East." That is the
agenda item under which, each
year, the Arab states traditional-
ly try mustering all their forces
in an effort to attack Israel,
claiming that Israel is responsible
for the fate of the Arab - refugees
and insisting that the refugees
- are entitled to "repatriation" to
Israel or to compensation from
Israel.
The next item, No. 29, deals
with the United Nations Emer-
gency Force stationed on the
Egyptian-Israeli border, includ-
ing a report on UNEF's activities
and the estimates of the costs
of maintaining the Force for an-
other year.
Other items on the provisional
agenda of general interest to
Jewish participants here are one
dealing with the work of the UN
High Commissioner for Refugees,
whose mandate does not include
Arab refugees; continuance of
the debate carried' on here for
years now about proposed inter-
national covenants on human
rights; and discussion of a draft
declaration on the right of asy-
lum drafted last year by the
Commission on Human Rights.
That draft includes formulation
of the right of all people- to
emigrate from their countries of
residence. Implementation of
such a right could affect the
right of Jews in Russia to emi-
grate.

The three-point anti-discrimin-
ation measure adopted by the
House Committee is aimed at
Arab boycott and blockade tac-

on such basis.

one nation receiving U.S. aid,
like the United Arab Republic;
discriminates against 'another

Jewish Agency Budget
Raised to Cope with
Increase in Immigration

JERUSALEM (JTA) — The
Jewish Agency executive an-
nounced that its current budget
had been increased by 54,000,-
000 Israeli pounds ($30,000,000)
to 238,000,000 pounds ($133,-
280,000), to cope with an in-
crease in new 'immigrants.
The additional funds will be
used ..to finance travel, absorp-
tion, housing, agricultural set-
tlement and youth work for the
newcomers. The Agency said it
was hoped that the additional
expenditures would be met
through increased income from
the United Jewish Appeal and
from long term loans.
