JERUSALEM—Israel's Parlia-
ment sustained, at a special ses-
sion Monday night, a decision
of the Cabinet last December
clearing Pinhas Lavon of respon-
sibility for a security disaster
which occurred in 1954 when
Lavon was Defense Minister.
The action was a rebuke to
Prime Minister David Ben-Gur-
ion and his Mapai party. It
came in the form of two resolu-
tions adopted unanimously with
Mapai deputies abstaining. One
resolution declared that the re-
signation of a cabinet did not
nullify its decisions. The other
said that, in consequence, the
cabinet's decision accepting the
findings of a special seven-man
ministerial committee in the
secrecy-shrouded dispute still
was valid.
Four Cabinet ministers who
had served on the ministerial
committee spoke during the de-
bate. They were Rosen, Health
Minister, Israel Barzilai, Trans-
port Minister Yitzhak Benaha-
ron and Interior Minister Moshe
Shapiro.
The Prime Minister left the
chamber when Mena chem
Beigin, leader of the Herut
party, took the floor.

Israel Defense Ministry
Purchases- High Speed
Electronic Computer

• TEL AVIV — A- high -speed
electronic computer was pur-
chased in the United States re-
cently by the Israel ,Defense
Ministry for use by the army and
other security forces.
The computer, which has a
reading capacity of 180,000 let-
ters per second, compares with
a computer now in use at the
Weizmann Institute which has
2,000-letter-per-second capacity.
The new computer is one of
only ten such devices now in
existence. It will be operated for
Israel's military forces by scient-
ists from the Hebrew University,
the Haifa Technion and the
WeiZmann Institute who were
trained in the United States.
Defense sources said -the com-
puter is highly important in mod-
ern army operations since,
through it, any headquarters can
obtain the exact status of forces,
supplies and transport at any
given time.

Fulbright said he opposed
using the foreign aid bill
as "a club" to force Arab states
to change their policies. He said
the bill should avoid taking
sides in such "controversies" as
those affecting Israel and the
Arabs. Other committee mem-
bers disagreed, pointing out that
Arab bigotry affected American
citizens of Jewish faith, and
that the United States should
withhold aid from nations dis-
criminating against our citizens.
The wording, submitted by
President K e n n e d y, that
Fulbright and his faction op-
posed, was actually weaker than
last y ea r' s Douglas-Keating
amendment. The new clause
merely is part of a preamble
supporting "freedom of navi-
gation in international water-
ways, and recognition of the
right of all private_ persons to
travel and pursue their lawful
activities without discrimination
as to race or religion."
