20 THE DETROIT JEWISH NEWS -- Friday, July 28, 1961 -- Moslem Mayor of Nazareth Says Israel's Arabs Are Loyal to State Seif El-din Zaub'i, mayor of Nazareth, who arrived in the United States to attend the International Conference of Mayors in Washington, told the leadership of the National Com- mittee for Labor Israel (Histad- rut) at a reception that "if anyone should seek to harm our country, we Israeli Arabs will resist it to the utmost." Mayor Zaub'i, born in Na- zareth ,48 years ago, was elected to the Knesset . when Israel was founded in 1948, and served seven years. After an interlude of farming on his family estate in Galilee, he was elected mayor of Israel's largest Arab community in 1959. A member of the Central Committee of the Union of Local Authorities in Israel, Mayor Zaub'i is also active in Histadrut affairs. In his statement about con- ditions and attitudes of the Arab minority in Israel, Mayor Zaub'i declared: "The Arabs of Israel seek to be equal and loyal citizens of their country. When Presi- dent Bourguiba of Tunis in re- cently stated that he expected Israel to suffer the same fate as Algeria and that the Arabs would engage in guerilla war- fare against the State of Israel, he apparently did not know the situation in Israel. Any efforts of this kind will not last out a day. Apparently Bourguiba bases his . views on the Arab press and he thinks that all that is lacking is a match to light the fuse. He could not be more mistaken. The Arab minority in Israel is free to criticize its govern- ment and our free press merely proves that Israel is truly a democracy. `Histadrut has done a great deal for the Arab workers and peasants. It has g r a du ally raised the wage level of the Arabs, so that it equals that of the Jewish workers. It has brought water and electricity to Arab villages and has co- operated with the Government in bringing about such improve- ments. "In my own city of Nazareth, Histadrut has been very active. We have recently laid the cornerstone of a new Histadrut Cultural Center and of a Kupat Holim Medical Center. Tem- porarily the work has been sus- pended for lack of money, but we expect to get the funds soon and resume construction. Moetzet Hapoalot, the Histadrut Women's Council, has estab- lished clubs for 'our women, where they receive training in various crafts and also cultural activities. There are even schools for our young people and successful cultural activi- ties at all age-levels. Histadrut has 'helped our artisans and small shop-owners to establish cooperatives. ""As you know, ancient Na- zareth now has a twin city — Upper Nazareth, where recent Jewish immigrants are being settled. There are 25,000 Chris- tian and Moslem Arabs in the Old City, of which I am Mayor. There are 7,000 Jews in the new city, which is governed by a temporary commission. There are close economic and cultural ties between these twins.
