Diplomatic Trends
Friends of Israel in this country are beginning to lose faith
in Secretary of State Dean Rusk . . . They have confidence
President Kennedy, but are beginning to believe that Secret
Rusk is inclined to follow the pro-Arab policy of the late

Foster Dulles . . . It is becoming more and more clear th the
pro-Arab elements in the State Department, having kep quiet
when the Administration took over, are now regaini
their
strength, and that Secretary Rusk is falling more and mo
under
their influence . . . In Israel, doubt about Secretary R
's atti-
tude toward the Jewish State began to develop after h
anceled
his appointments with Premier David Ben-Gurion, when e latter
was recently in the United States . . . President Ke edy did
find time to meet with Premier Ben-Gurion, althou
he was
under the pressure of leaving next day for his hist 'c visits
to Paris, Vienna and London . . . But Secretary Rus
otified
Ben-Gurion that developments in the Dominican Repub
vented him from keeping the appointment . . . The Isra
Premier has chosen to ignore Secretary Rusk's impolite move,
but in Israel this did not pass unnoticed ., . . It was taken as
an omen that he may turn out to be even worse than Dulles
. . Indeed, after this move, the State Department assured
the Arab diplomatic representatives in Washington that Ken-
nedy's talk with Ben-Gurion would not affect the American
policy on the Arab-Israel conflict . . • This was followed up
by President Kennedy's letter to all the Arab rulers assuring
them that the United States would be guided by the decisions
of the UN Palestine Conciliation Commission which has been
for years nothing but a paper body . . . This in turn encouraged
State Department officials to come out openly with anti-Israel
comments, even to a point of sarcastically declaring that Israel
should have used the funds spent on producing its first rocket
for payments of compensation to Palestine Arab refugees . . .

The Anti-Defamation League of Bnai Brith has completed
a study of text books for high schools to establish what is said
there about Jews . . . A report on the results of the study, to
be published soon, establishes that textbook accounts of the
Crucifixion seldom involve now the potentially harmful manner
of older books . • . However, they are still too superficial to
dispel misconceptions that may underline some feelings of anti-
Semitism . . . The text-books giAie much space to democracy's
heritage from the ancient Hebrews and to the progress of the
State of Israel .. . Jews are no longer referred to as a "race"
. . At the same time few texts present a true-to-life picture
of Jews in America today . . . Only a few describe past and
present participation by Americans of Jewish faith in the many
phases of the American national life in an adequate manner . .
The ADL study also establishes that Nazi persecutions of minor-
ity groups are inadequately treated in the textbooks .. Approxi-
mately one-third of the 48 texts studied omit the topic entirely
. . . More than three-quarters slight or minimize what the Nazis
did to their victims .
. However, several texts 'dealing with
world history have excellent material on Hitler's racist theories
and his mass murder of Jews.
