ADL Director Urges Expansion
of Democracy in West Germany

WASHINGTON — The expan-
sion of democracy as a way of
life in West- Germany was de-
scribed Monday as basic to edu-
cation on the Nazi era by Ben-
jamin Epstein, national direc-
tor of the Anti-Defarnation
League of Bnai Brith, at a
panel discussion sponsored
here by the American Council
on Germany and the Atlantic
Bruecke.
Also discussing the education _
of Germany's growing genera-
tion on anti-Semitism of the
Hitler period were Dr. Carla
Schmid, vice-president of the
Bundestag; Dr. George Shus-
ter, president of the- American
Council on Germany; -Dr. Arnold
Bergstraesser, • president of the
Atlantic B r u e c k e (Atlantic
Bridge), a group promoting Ger-
man-American amity; Irving M.
Engel, honorary president of the
American Jewish Committee, and
others.
Leading German educators
and political leaders asked
American advice on improve-
ment of teaching methods. Ex-
change programs were envisaged.
A conclusion of the discussion
was that anti-Semitism was not
the major current problem but
the broader issue of making
democracy take _root and grow
in West Germany as a way of
life.
German educatiOn, burdened
by traditions, may ignore the
personality and individualism of
the student in the cramming of
facts into young minds, it was
said. A problem of obtaining ef-
fective teachers was also dis-
cussed. It appeared to partici-
pants there was greater concern
over teachers and teaching
methods because of the swastika
plague which erupted among
elements of German youth be-
ginning in December 1959.
The need for adult education
was stressed. Education was por-
trayed as only a part of a cli-
mate that must include the total
community—the press, theater,
social groups and home atmos-
phere. The ADL program for
educational exchange was cited.
Emphasis was on future meas-
ures, although discussion covered
political responsibility for edu-
cation covering the Nazi crimes:

The Louis Ginzberg Micro-
film collection, first center in
America to use modern tech-
niques of reproduction and pro-
jection in an attempt to gather
in one place microfilm copies
of Hebrew manuscripts from all
the major libraries in the
world, is now available to
scholars. Housed in the library
of the Jewish Theological Semi-
nary of America, 122nd and
Broadway, New York, the collec-
tion was established in memory
of the late Dr. Louis Ginzberg,
professor of Talmud and Bible
at the Seminary from 1902 until
his death in 1953.
