Some of them emigrate, while others just slip across the borders into neighboring countries . . . The Israel gov- ernment is doing its best for the Arabs by setting up new indus- tries in Arab areas especially for the Arab population . . . The government has launched credit facilities for Arabs and is arrang- ing meetings between Arab intellectuals and Jews . . . However, the survey shows that the effectiveness of these efforts in terms of the average Arab's loyalty to the state has been minimal .. . The Arabs are willing to share in .
