Charles T. Madison's New Book
Gives New View on Welfare State

How and why the United
States shifted from a laissez-
faire economy in 1900 to the
well-regulated industrial society
of today is the theme of "Lead-
ers and Liberals in 20th Cen-
tury America" by Charles A.
Madison, to be published April

ing Co., New York. Madison, a
former Detroiter, is the brother
of Harry Madison, Jewish War
Veterans leader.
"The democratic welfare state
is the product of large-scale cor-.
porate enterprises," the author
writes. "The very bigness of
modern business, making most
men wholly dependent. on it for
their livelihood, makes govern-
ment regulation of economic
practices an unavoidable neces-
sity."
