ing to both for "restraint" and
for "cooperation." Such an ap-
peal, he stated, should be ad-
dressed to Israel only. He re-
jected all Israeli proposals for
Arab-Israeli negotiations.
Wilcox took the floor and
told the UN committee that
the United States would not
reply to the "attacks and in-
sinuations against me and my
country" by the representa-
tive of Saudi Arabia. "I re
ject those attacks and insinua-
tions," Wilcox said. He urged
the committee to go on with
the important tasks before it.
The statement by Wilcox con-
cluded the debate on the Arab
refugee problem, and the com-
mittee turned to another item,
dealing with proposals to ex-
pand the membership of the
Security Council and the Eco-
nomic and Social Council. When
that matter is disposed of, the
committee will return to the
Arab refugee problem and will
consider one or more draft res-
olutions now being circulated
on the refugee issue.

AJC Resolution
on Cabinet P
NEW YORK, (JTA)
American Jewish Congre
President-elect Kennedy
man he intends to app
Secretary of State in his C
should be a person "fully
mitted" to redeem the speci
pledges made by Kennedy during
the Presidential election cam-
paign with regard to solving the
Middle East problem.
In a resolution adopted by the
National Governing Council of
the American Jewish Congress,
it was emphasized that the Sec-
retary of State "must be deter-
mined to exercise American lead-
ership in reducing Middle East
tensions." The National Govern-
ing Council serves as the policy
making body of the American
Jewish Congress.
"The American Jewish Con-
gress believes the time for the
United States to take the lead
in the solution of the Middle East
dilemma is long overdue," the
resolution stated. "There is no
justification for further delay by
the State Department in curbing

•zenship rights by Arab govern-
ts, and in eliminating the ob-
es to free international trade
sed by the Arab boycott.
y the same token, if America
o take the initiative in the
•ution of the Middle East prob-
em—an initiative for which the
whole world waits—U.S. policy
cannot be based on continuing to
ignore the threat to world peace
and the roadblocks in the path
of such a solution that are posed
by nations which infringe on the
rights of American citizens to
travel and to trade freely, and
which thwart the purposes of
American aid by boycotting and
blockading the one country in
the Middle East — Israe — that
represents the democratic way of
life," the resolution stressed.
