Czechoslovakia President Claims
Nazism Still Present in Germany

UNITED NATIONS, N.Y.,
(JTA) — President of Czecho-
slovakia Antonin Novotny,
addressing the United Nations
General Assembly, said that in
West Germany "Nazism, whose
alarming anti-Semitic provoca-
tions were only recently con-
demned by world public
opinion, is again r a i s i n g its
head."
"High offices in the State
apparatus of the German Fed-

punishment. Novotny then
named Dr. Theodore Oberlaen-
der, who resigned from the
Bonn Cabinet last May but is still
a member of the West German
Parliament. (The charge originat-
ed from Communist sources.)
"Alarming also," the Czech
leader stated, "is the case of
Dr. Hans Globke, the closest
associate of Chancellor Aden-

tain his function of State Secre-
tary although it was proved that
he took an active part in mas-

citizens, mostly Jews, from dif-
ferent countries of Europe."
(In B o n n, the Prosecution
Office announced that it had
closed the case against Dr.
Theodore Oberlaender, former
Minister for Refugee Affairs,

he served as an officer during
World War II did not commit t

The growing interest in the
problems of the mentally han-
dicapped lends special signif-
icance to the important volume,
"Teaching the Mentally Re-
tarded Child," by Natalie Per-
ry, published by Columbia Uni-
versity Press (2960 Wway, N.Y.
27).
Miss Perry delVes deeply in-
to the problem. She takes into
account the fact that "many
parents, who have hitherto pre-
ferred to keep their retarded
children at home rather than
send them to institutions which
were overcrowded and unable
to offer adequate training, are
now joining together to seek
more acceptable facilities." Her
book provides guidance in the
development of training pro-
grams in neighborhood houses,

colleges, renovated buildings,
schools and houses of worship,
with finances provided by local
governments, community organ-
izations and individuals.
